Our colored people are making ar rangements to celebrate the 24lh anni versary of the emancipation proclama tion, but it seems that they can do nothing without the political factions coming to tho front. f It was talked on the streets yesterday that at a meeting called by Nathan Styron on the 2d Wednesday night in December to lake steps for the celebra tion, the lliihn crowd rallied their forcis uml declared that no Coalitionist should bo allowed to take any promi nent position in Uiu celebration; a few were appointed on u committee to solicit contributions, hut tho positions of honor w ere confined to the "straight outs," Tbe Coalitionists became iudignant at such proscription and called another meetiug of the colored people of New Berne and proceeded to make arrange ments for the celebration without re gard to politics. In appointing tho committers ami Vice Presidents both the llahn nud Sliruaon faction were recognized, but whether or not tho llal.u fad will consent to the ar rangement remains to be seen. The spirit of these factions is often brought to the surface in our courts. It is Boaiftiuies deemed a cause for challenge in selecting jurors; if a Llahn man is on trial a Stimson juror is chal lenged. Of course no Judge, as well as we remember, has ever held that this was ground for challenge, hut the spirit exhibits itself just the same. It is a disgrace to the colored people, or rather shows their incapacity to prop erly exercise the elective franchise, but a colored minister in thiscity remarked to us on one occasion that a few whito men were responsible for it all. The Silver Dollars. Washington, December 21. The Secretary of the Treasury has asked Congress to make further provisions for tbe storage of silver dollars as soon as possible. Estimates are transmitted for the cost of a storage vault of one hundred millions capacity without the court-yard of the Treasury building. For a double steel lined vault the esti mates of $109,673, and for simple vault with steel lining, $27,804. The secretary has sent to the House a communication from the surperviBing architect calling attention to the advis ability of making special appropriations of $819,975 for repairs of public build ings.: The largest of the items are $199,000 for Chicago and $109,500 for New York buildings. Mr. Cullom replied that his own preference would be to proceed with consideration of tho bill until up to tho recess, but there seemed to be so unanimous a desire that it should not bo pressed to considera tion at tln time, in view of the fact that Congi ess would adjourn to morrow, and that many Senators desired to go home this evening, that bo had only thought it wise and proper to ask for its considera tion today, so that the Senator front Iowa might mako some re marks on tho subject. lie appre ciated the fact that the bill might easily be allowed to fail for want of time; but so far as he was concerned, it should not do so if l.e had the power to prevent it. The bill then went over, and the bill to establish agricultural experi ment stations in connection with agricultural colleges, was taken up as unfinished busiucss, and it was arranged that it should retain its place on the calendar.
