We have letter from our old friend Capt. 8. W. Noble, of Wilmington, now the great grape grower of Eastern North Carolina, in which he inquires about the original Scuppernong grape vine which Wiley's North Carolina reader need to tell us covered five acres of land. Be wants to correspond with the owner and desires to obtain his address. We think this vine was on Roanoke Island and was owned a few years ago by Mr. Chauncey Meek ins, who is now dead. Cannot Bro. Creecy of the Economist give ns some information about it V The Tbr.e Bears or Golden Hair. A large and select audience attended the theatre on Wednesday night to witness the operetta. We are not a musical critique, and therefore not qualified to speak critically of the per formance. But the fact that it gave general satisfaction to those present, and the favorable comments they have made, justify ns in saying that it was a real nice entertainment and that the ladies, young men and children are en titled to much credit for getting up so good a perfomanoe in so short a time. The opening scene was beauti ful and grand;' the Queen of the Forest, Golden Hair, the Bard and The Three Bears sustained their parte well, and it was generally conceded that tha nianohad never been under euvsh exquisite touch in - the presence of an audience. Mrs. Hants is lnaeea a mneioia of. rare talent this Is what competent judges say; it is not our opinion simply. An Important K.ulerprl.e for w Htriie. The Eastern Carolina Ind and Rail way Company has organized an enter- piiBe that will, if carried into successful operation, do a great work for New Berne and for the counties of Onslow and Jones. The construction of a rail road between the Trent and New rivers will be of immediate benefit to these counties in the way of transportation and mail facilities and will bring to New Berne a largo amount of cotton, produce, naval stores, fish and oysters that now go in other directions, or are not moved at all. The very liberal obarter granted - this company by the General Assembly in regard to the State lands in Jones and Onslow counties makes the building of this road almost a certainty. About one hundred and fifty share's of stock, representing fifteen thousand dollars, haye already been subscribed. When the subscription reaches twenty thou sand dollars the route will be surveyed and work begun. This is an important enterprise to the Neuse and Trent River Steamboat Company, a corporation of considerable strength and capable of undertaking a work of more magni tude than this. This company ought to own a controlling interest in this road and receive aboard their boats at the Trent river terminus the freights and passengers, which will be of no little consequenoe. The Company would hare to put on a fast mail, pas senger and express boat on both Trent and New rivers so that any point on New river could be within a few hours run of New Berne. We learn there are many people in the two counties who will not take stock in the road, but are ready, as soon as it is located, to aid in its con struction by furnishing cross ties or grading. The condition of the Neuse & Trent River Steamboat Company it seems to ns is such as to justify a large subscription on their part, and we hope to see it come forward pretty soon. The debate on the report of the budget oommittoe, which demands a redaction in the eeumaux submitted by (he government, was be gun m the Chamber of Deputies today XL Dauphin, minlsltir of finance, de clared thai in their proposals the gov ernment had affeoted all the retrench ments that were possible, aad had re- eotahlished the equilibrium through the income and alooholio taxes. MM. Daoage and Balrier attacked the financial policy of the government. Premier Ooblet said the present flnan cial situation was the result of the ac cumulated errors of past governments. He i was ready towork with the com m it tee with the view of providing srti cacious remedies. The government de sired to balance the budget even by fresh taxation if aeoeaeary. He found nothing that justified the committee's hostility either in the government's internal policy or in its foreign policy, neither of which was lacking in window and firmness. He was road y to co operate again with the oomiuiuee or to leave office as the chamber luiLi le cide. Applause.) The Chamber, by a vote uf to "j'J, rejected the proposals of the govern uient, and proceeded Id di ubb the order of the day. M. Goblet then announced that the cabinet would reeign. The debate on the coercion bill was resumed this evening. Sir William Vernon Uaroourt moved an amendment exempting from secret inquiry all proceedings relating to pub lic meetings or agrarian movement, including combinations to obtain reduc lions of rent. He said that if the gov ernment were content to direct in quiries authorized under the bill lo Buch offense as murder, arson, "moon lighting." and mutilating of callle. the bill might pass. The bill would then deal with actual crimes it would not be a measure creating offences. If there was a land trades-union in Ire land, would the hill suppress itV Cheers. ) If so, on what ground did the government distinguish between an Irish trades-union and an English trades-union? Cheers Mr. Balfour, chief secretary for Ire land, held that the offenses embraced in the measure had been sufficiently defined, and that the amendment, if adopted, would Bimply render the bill futile, leaving out nearly all agrarian offenses. Mr. Dillon contended that UDless the amendment was accepted the govern ment would be able to Imprison every body who might be politically obnox ious. Landlords who had not received their rents might swear out an informa tion of conspiracy, causing all sorts of persons to be brought up for a bogus inquiry. If they refused to answer questions such persons might be im prisoned as long as the government chose. Cries of hear, bear. Mr. Gladstone said he r.gretted that the government had failed to recognize the justice of granting the Irish tenant the same protection they afforded the Englishman. As to the boycotting, the government must explain what was meant by that term. Was intimidation included, or boycetting leading to ex clusive dealing f Hear! Hear' When Mr. Balfour said that the government refused to yield to obstruction, the op position's response was that they had a right to refuse to yield to tyranny. Cheers. Thomas O'Connor said that combina tions of landlords to keep rack rents at the starvation point would be permitted, while the oombinatioa of tenants to de feat extortion would be made a crimi nal offense. ICriesof "hear, hear.'' He asked if there was the slightest chance that the measure would ever be used againBt a combination of landlords. The amendment was negatived by a vote of 242 to 180. The first clause of the bill was adopted by a vote of 171 to 79. Notice was given of eighty amend ments to the second clause, the prin cipal one of which seeks to exempt combinations of tenants from the ope ration of the clause. This will be in troduced by Sir Charles Rusfell. Mr. Pare ell will try to appear in the House of Commons tomorrow afternoon. He has been advised not to attend the evening sitting.
