One of them is to be used as a oonfectionsry, the other for family gro ceries. After he had purchased this building and begun work in repairing, he was reminded that in the purobase be had obtained the old brick that formed the foundation of his father's residenoe on Middle street which was destroyed by fire many years ago. It was generally thought that the members of the board of city council had arrived at an understanding by which they would have mora harmooy, and as councilmen endeavor to guard the welfare of the people regardless of personal feeling or previous political af filations. But it seems that somebody was mistaken. The majority of the board, seeing their mistake in passing upon the bills collectively very prompt ly and properly receded from that posi tion and (showed a disposition to make such concessions as would bring bar mony and good feeling, but they are not, we regret to say, met half way by the minority. It is the right and duty of every mem ber of the board to object to any bill that is not a proper one for the city to pay; but it is cot right for three members out of eight to arrogate to themselves the right and power to reduoe the sala ries of the city officials fifty per cent. Unles) they can show some good reason for such reduction the public will not sustain them But perhaps they are like Jay Gould was on one occasion "The public may be d d." They very readily vote an increase of pay to cer tain employees because they cannot ob tain cash for their vouchers. In this they do right, but at the same time they want to reduce others fifty per cent. This, to say the least, is iuconuiateut, and is not right. The Jones County Farmers' Eicui sion. We regret that our Jonen county farmers were bo unfortunate in the selection of a day for their excur sion. The Bteamer Trent which was to have gone to Trenton on Wednesday te bring a part of them down was to have returned Irom a trip to Ports mouth on Tuesday night, but bhe did not return and up to this writing has not returned nor has anything been heard from her. It is presumed, however, that owing to the stormy weather that has prevailed in the sound for the last two or three days that the prudent captain would not venture out from Portsmouth. But It is safe to say that our Trenton friends who contemplated coming on the ex cursion were not disappointed much about the non-arrival of the boat if it rained in that section as it did here. The Kindlon went to Polloksville and brought down a small orowd of ladies and gentlemen, who seemed to enjoy the trip notwithstanding the rain. We suggest that the managers try again. Almost a Riot. The colored excursion from Norfolk yesterday came near terminating in a serious riot. The excursionists, some thousand in number, left here about 4:30 p. m., drinking and noisy, and after the train had gotten off a short time they compelled the engineer to re turn with the expressed determination to stay all night. Their conduct of de fiance became so disorderly that the Major called on the Pasquotank Rifles to quell the disturbance. The Rifles quickly responded, prepared for ugly work, and when they appeared the se rious aspect suppressed the disturb ance. Four of the leaders were ar rested, taken before Mayor Scott, pre liminary evidence beard, aad sent to jail, to be tried this morning. Two considerations are suggested by the occurrence. First, the value to the town of the military company, and the importance of sustaining itto the full standard of members and equipment. Second, the duty of Manager King to send with these excursionists a police to preserve order. The Rifles, and the Rifles alone, preserved the town last night from serious disturbance and blood. The Norfolk authorities were tele graphed to make further arrests upon arrival of train last night. Elixabeth City Economist What True Merit Will Do. C, Mis Caroline Barber, aged about 43 years. . Deceased was a kind and devoted Christian woman Bhe ass many friends and relatives who mourn her loss. The afflicted family have the sympathy of the entire community. Their loss is ber sternal gain. ; .. v - CITY COUNCIL PROCEEDINGS. Am. 2nd. W. A regular meeting of the board of city oouncil was held this evening, acting Mayor B. B. Lane, presiding. Present, councilmen R P. Williams. J. V. Wil liams, V. A. Crawford, H. P. Kennedy 8. H. Line, John Greer and M. P. Hoi ley. The petition of E. B. Hackburn ask ing permission to repair the building on west side of Alex. Miller's store was granted. A. R. Dennison asked permission to erect a seed cotton house south of bis gin house and connecting with it, three stories high, to be covered with tin roof, also to enlarge boiler house. On mo tion of councilman J. V. Williams the petition was referred to the tire district committee to report back to the board. Mrs. Calvin Perry asked permission to build piazza to house. Granted. The ti nance committee reported that there had been no arrangements made for borrowing money to pay current ex penses. Councilman and treasurer J. V. Wil liams made a statement concerning the matter in which he said that the injunc tion had hindered the progress of ar rangements that were being perfected Councilman H H. Lane thought that the injunction had nothing to do with it and suggested that treasurer Wil liams resign and let some other man who can borrow the munuy take the place. After considerable argument which councilman J. V. Williams character ized as a political strike at him, on mo tion of It. P. Williams the matter was referred to the finance committee and treasurer to report upon tomorrow night at 8 o'clock. The sanitary committee reported the traah deposited on Weet street not to be in a very bad condition. Councilman It. P. Williams moved that the Marshall should see Mr. Kheni and let him move it at onoe as there was complsint about its remaining there. Councilman 8. H. Lane reported the sewer leading from the court house to the river to be in bad condition. Councilman Crawford moved that the sanitary committee be instructed to meet with the county commissioners and have the sewer repaired immediate ly or discontinued, and that the com mittee have power to act for the board. Adopted. Councilman Holly reported that a portion of George street was in bad con- dition. Referred to committee on streets and pumps with power to act. Committee on streets and pumps re ported Bidewalk on east side of Craven street below South Front in bad condi tion. Councilman J. V. William, moved that the owners of the property be allowed live days to repair the satnes and if not done the IMarshal will be in etructed to tear it up. Councilman Kennedy moved that the hole on sidewalk on West street near Vueen be repaired at once. Carried. Councilman J. V. Williams moved that a lamp be placed on Federal alley at once, Mr. John Dunn to beep it lighted without charge. Adopted. Councilman Kennedy moved that a lamp be placed at the corner of Nor wood and Crooked streets. Referred to committee on streets and pumps with power to act. R P. Williams moved that the pump near the sharp corner on Middle street be covered. Adopted. R. P. Williams moved that the Mar shall be instructed to overhaul the fire pumps and examine their condition. Adopted. The cemetery committee reported the cemeteries in good condition. Messrs. Ellis and Hilton of the Atlan tic and New Berne Fire Companies asked the board to make some arrange ments about paying the drivers of the companies. Referred to the meeting tomorrow night All bills were allowed by a unanimous vote except the following: New Berne engine's alcohol bill. $18,00, which failed for want of a six-eight vote, Councilmen R. P. Williams, S. H. Line and H. P. Kennedy rot ing in the nega tive, Counoilmen J. V. Williams, B. B. Lane, V. A. Crawford, John Greer and M. P. Holly roting in the affirmative. Small wood & Blover's bill for lime $88.50, was rejected by the same vote. The bills of street hands for white washing-, amounting to 134 60, E. H Meadows, mayor salary for July, 180.00 J. V. Williams, treasurer, salary for July, H.eef, Clark ft Clark, attor neys, salary for three months, $80,00, were also rejected by the same vote, R, P. Williams, & B. Lane and H.
