Savings Banks.
The General Assembly al its last see
aion passed an act providing for the es
tablishment of savings bankB. We are
glad to note that the subject is receiv
ing some attention here, and we hope
steps will be taken at onc e to open an
institution of Ibis sort. Anything that
will encourage a boy ti Bave up bis
earnings and inculcate a desire to bave
and manage u little business of bis own
w ill prove beneficial ill the end. It will
leach li i tn habits of industry, thrift and
economy to have a bank account. If he
carries his lilth' earnings in In pocket
he ih of ion tempted to spend it, and,
with nothing de Unite in view, he soon
comes to the conclusion that money in
his pocket h no good unless he can
spend it. I, el s hayo the savings hank.

New York, Aug. 9 .Greene & Co 's
report on cotton futures says: There
was no new or really decided
feature in today's session. Operators
generally are moving cautiously, which
is probably mostly due to the anticipa

Under this stimulus considerable
strength of tone was shown at times
today. Quite a break in August took
place, amounting, to some 14 points,
with a partial recovery. A slump was
created by Bales of long cotton for New
Orleans account. Spots are unchanged,
but holders are rather anxious to sell.
