from General Robert Ransom, which he
makes in obedience to the request of Co.
"H," for a reunion of the first regiment
of North Carolina Cavalry at Raleigh
on Thursday of the State Fair, week
The time and place has been happily
chosen. Now let the boys meet togeth
er once again aod talk over the old
times, and we suggest, take come steps
to have a brief, concise and correct
history of the regiment written.

Steamer Movements.
The Pumlioo of the O. 1). line arrived
Sunday morning with a large freight
and sailed yesterday at noon for Nor
folk with cotton, other freights and
passengers. The Newberne of the name
line will arrive tonight and sail at noon
tomorrow for Norfolk.
The Kinston of the N. T. 8. line,
arrived from Kinston yesterday with a
cargo of cotton. Hbe will leave tomor
row morning for the mouth of Con-
tentnea creek. The Blanche of the
ame line, arrived from up Neuse and
ill leave for Kinston today at noon.
The Trent of the same line left for
Trenton yesterdsy with a cargo of
goods.
The Margie of the Hyde county line,
arrived from Bayboro last night.
The Vesper of the E. C. D. line ar
rived Sunday with a cargo of mer
chandise. The Eaglet of this line
sailed yesterday afternoon with lumber,
cotton and general merchandise. The
vesper wm sail Wednesday afternoon
at 4 o'clock.
Reunion of First N. C. Cavalry,
At a reunion of Company H, 1st N. C.
Confederate Cavalry, at Goldsboro,
Ang. 24th, 1087. a resolution was passed
that the undersigned be asked "to issue
call for reunion ot tne whole regiment
at Raleigh on Thursday of Fair week,"
next October, and I heartily make the
call and request most earnestly every
member of the regiment from its organ
ization to its decimation to meet at the
time and place stated. The fame of
that regimes t ia too well established
for any to doubt the propriety and
patriotism of euoh a reunion.
I shall be glad to correspond with any
and all who may wish to communicate
with me upon the subjeet.

one, if properly and legally conducted,
of incalculable advantage to its welfare,
I ask space for a few remarks upon the
subject of "Building and Loan Associa
tion." Knowing that confidence once shaken
is hard to be restored, I desire more
particularly to present to those interest
ed and not already informed, the cause
of the dissolution- of our former build
ing and loan association, which had it
been conducted with the view more to
pan lie advancement and lees to indi
vidual gain, would doubtless now re
main in our midst an instrument to
prosperity.

briefly intimated a proposed plan for
conducting the organisation, from
whioh can be drawn the distinction in
that of the former association, the facts
of which are cited in the case of Mil la
vs. Salisbury building and loan associa
tion and which I set out below tor th
purpose of preeenting to the community
the only obstacles to be guarded againel
in the formation of the plan which only
needs completion to insure succetaful
operation.
W. J. Mills subscribed for and be
came the owner of rive shares at a par
value of $200 per share by agreeing to
pay $1 00 per month on each share. Ac
cording to the by-lawa he withdrew two
shares.
On the lat Monday in June If 74 he at
tended the regular monthly meeting
when three shares of the stock valued
t $600 were offered for redemption
and tut up at auction to the highest
bidder. Mills bid the Bum of lff2S!l 00 as
a premium or bonus for the privilege of
having an advance of $000 made lum

Having secured a loan of $600 by pay
ing a premium of $221.00 he received in
actual cash $879.00. Therefore Mills
borrowed of the association $379 00 or
received that amount in actual cash to
secure the payment of which he exe
cuted to the association his bond not
for $379 00 but for $600 and a mortgage
upon land to secure not $379.00 and in
terest thereon but interest on $600 and
an additional six per cent which thsy
call dues but which is only another name
for interest. So that Mills agrees to pay
12 per cent interest on $600 in monthly
installments which is equal to about 19
per cent interest on the amount he ao
tually borrowed, $379.00. la it strange
that an association doing business under
so usurious a system could be tolerated
by our usuary laws? Now the plan here
tofore suggested can by no meane draw
or demand a greater rate of interest
than that allowed by the laws of our
State.
Therefore with the defects and errors
of the old association pointed out to us
we oan surely organize and conduct the
proposed association on a firm and safe
foundation and crown our efforts with
the desired result.
The objeot of this enterprise, Mr. Ed
itor, can not be better set forth than in
the words of the statute creating the
former organisation, so unfortunately
oon ducted :
"Whereas divers persons, chiefly of
the industrial olasses. are desirous of
forming associations for the purpose of
accumulating by small periodical de
posits, a savings fund with which they
may secure a homestead and for their
mutual benefit."
This, I take it, is the intent and pur
pose of ourtiresent plan and cannot fail
to commend itself to our oitiaens, who
I know with one accord are ready to
lend their aid to any worthy objeot
whose end u for the promotion of proe-
Derltv in their midst. Judge Reade in
the case above referred to say that the
deolared object of. the legislature is to
enable and to encourage persons, chiefly
poor persons, to save and deposit their
tittles, and when sufficiently accuma-1

of the act it would doubtless be in its

And' I know, of no community in
which this suggestion would be more
readily adopted than oar own. Oar
representative men. whom fortune has
aided are ever ready to assist others

enterprise with no settled plan of co
operation and without the encourage
ment of public sentiment. I trust that
in my teal for this organisation I have
not occupied too great a apace in your

which too many hav predicted she can
not free herself.

Prof. Neal has been so fortunate aa to
secure the services of Miss Fannio S.
Myrick as teacher of music in the High
School. A new piano will be placed in
the building, and the pupils will receive
every advantage to be obtained in any
oollege,
Pupils are solicited from every direc
tion, and lessons will be given either in
the school building or at home just as
the parents may prefer. The terms are
S3 per month for all pupils either in the
Graded or High School.
Miss Mvrick is an experienced and
efficient teacher, and can furnish the
btBt references. She is a graduate of
the Wesleyan Female College, and
taught in that institution. The follow
ing is an extract from a recommenda
tion given her by the Professor of Music
with which she was associated and who
was her former teacher: "I can cheer
fully recommend Miss Myrick as a
thorough and painstaking musio teach
er. She is a brilliant performer, plays
readily at sight, and in fact combines
all the qualifications a good musio
