Today one hundred years ago ths delegates of the thirteen Stales who had assembled in Philadelphia for the pur pose, completed the Constitution which secured the blessings of liberty and self government to one of the most progres sive nations on the face of the globe. It is also the quarto centennial of one of the bloodiest battles of the civil war which was brought about to settle a question raised under the constitution that nothing but war could determine. On the bloody field of Hljarpshurg a portion of the States that help to frame that Consti tution contended for the right to with draw from those who dillered with them in their construction of that in strument. It was a drawn battle on this day but after two years more of bloody strife the edict went forth that a Stale had no right to withdraw from the L'nion which this constitution had cemented, and today those who would have withdrawn are rejoicing that they are still under the protecting wings of the constitution of 1787. itonewall Items.
