We were unable to give the proceed ings of the meeting to organise a Building and Loan Association inyee terday 's issue on account of the late ness of the hour at which the meeting adjourned. It was well attended and as the constitution and by-laws came up for final adoption the associa tion having been duly incorporated s stormy meeting seemed imminent, but Capt. Gray being present poured oil on the waters and a happy com promise was made. The manner of electing directors seemed to be the bone of contention, some wanting to elect by a stock vote, ae is the custom in all cor porations, while others wanted every stockholder put upon au equal footing so far as voting is conoerned Capt Gray proposed a compromise which elects four directors by stock vote and four by popular vote, and the eight so electing are to choose tbe ninth mem ber. This proposition was accepted almost unanimously, and after the adoption of the constitution and bylaws amended the follow ing gentlemen were elected by a stock vote: Thoe. Daniels, L. II. Cutler, Geo II. Roberts and C. E. Foy. The follow ing were elected by popular vote, each member being entitled to one vote: Thos. McCarthy, Joseph II. Hackburn, Win. M. Watson and 8. H. Gray. The association elected T. A. Ureen, Ed. W. Small wood and A. W. Wood auditing committee for one year. The directors hare not hed a meet ing yet. The temporary treasurer r ports three hundred and sixty-five shares upon which the membership fee has been paid. With euch a board of directors and auditing committee every man in New Berne can be assured that the affairs of tbe association are going to be managed wisely and no one need fear to take stock in it. Wherever an institution of this sort hag been started it has succeeded ; in fact it has sue oeeded-so well in Wilmington until a second one has been organized wiih over fourteen hundred shares taken. It will be several days yet before the first assessment will be called for in this association, thus giving those who have not investigated the matter time to do so and begin with the organization. It ought to start out with five hundred ehans. All classes of people are to be benefited by it and all should take stock and help it along. Elm City Riflemen. The new military company juet organ ized in this city has adopted tbe old, familiar and appropriate name of Elm Oity Riflemen. The company now has forty seven names enrolled and a large number of these have already pledged to uniform themselves. We trust our oitizens will enoourage and aid this or ganization. A good military company ia almost invaluable at times, aa was re cently the case at Elizabeth City. When we say the company ought to be eaoouraged we do not mean simply to say a good word for them, but to give substantial aid. We have not seen the roll of members, and consequently do not know a half dozen as members, but we do know it is difficult to piok out forty-seven young men in this city who are willing to form a military company and who oan uniform themselves and at tend the duties required without a sacrifice. Our oitizens who are able, and who may at sometime need the protection which such an organization will afford, ought to help them. We haye said this much for the company without any solicitation on their part, and we sinoerely hope that those who feel they can aid tbe organization will not wait to be called on individually but inquire whether Or not help ia needed. Tbe Wilson Dickson flat arrived from Contentnea creek yesterday with a full cargo of cotton. The Howard of Lassitter's line ar rived from Trenton with a cargo of cot ton. The Pamlico of the O. D. line arrived last night from Norfolk with a cargo of general merchandise and will sail to morrow at noon on return trip. The Eaglet of the E.C.D. Line arrived yesterday morrung with cargo of gen eral merchandise. The Vesper of this line will arrive Monday morning. The Hag let will sail Monday afternoon at 4 o'clock. Stat1 Fair Swialties. A grand industrial parade on a scale of magnitude and magnificence never before attempted in the State, showing its many great and varied industries in actual operation on large floats ele gantly constructed and drawn by horses in a grand procession. A convention of tbe funeral directors of the State will be held in the city during tbe week. The most noted em balnier of the country will be present and show by practical operation the best methods of embalming dead bodies. A subject for this purpose will be pro vided. Something will be done to please and interest everybody, both large and small, and an interesting feature for the little boys has just been added. This is a goat race and will occur on Friday of fair week Any boy can enter bis goat for tbe race under the following r ales : No entranoe fee required. Hoys who wish to compete must have their names entered with tbe eooretary of the Agri cultural Society at least teu days before tbe race takes place. They will be per mitted to practice on the race track by securing a permit from the secretary . Goats to be in harness and driven by owners The race to take place on the race track at 12 o'clock on Friday, the 21st of October. For fastest goat, half mile, 810 00 For next fastest, 5 00 Premiums guarantee) and will be paid. Other features will be added from time to time, and tbe coming fair will be the largest, most complete and most interesting ever held. Everybody can command go for one cent a mile on the railroads. Long of Roxboro. The remaining stockholders are residents of Durham . $70,000 of the stock is owned by non-residents of Durham. This is a favorable sign, a healthy sign. New Orleans, Sept. 23 A special to the Times-Democrat from Hrownsville. Texas, gives a full account of the fear ful storm there and at Matamoras. Thi damage in that section is estimated at 81,000.000. In Brownsville seventy small houses wpre blown down and three hundred others un roofed and rendered unfit for occupation. In Malamoras a d ozen houses of the better class and from one hundred and fifty to five hundred small houses were prostrated by the win!, while from four hundred to five hun dred others were unroofed. In the country on the American side of the river incalculable damage was done.
