One of our leading merchants has an noonoed hie willingness to iavetst thousand dollars in a ootton faotory for New Berne. The last issue of the Baltimore Manufacturers' Reagrd has a long article showing the gooddivi dends made by Southern mills. They have paid all the way from sixteen to twenty per cent, and It is stated that ootton mills are being built so rapidly in North Carolina that the State promisee to beeome the Southern centre of this industry. Several of the North Caro lina mills are cited as having paid handsome dividends, and it is further stated that the fancy in this State is for small mills instead of large ones. A ootton faotory ii a sort of a sore subject with some of our people, be cause or tne failure of the last one tried. But it is often truthfully said that where you lose money is the place to find it. So it would seem that with the experienoe of the former enterprise a ootton mill might be started that would pay as well here as anywhere in North Carolina. Commiuioner J. T. Patrick published sometime ago a plan of starting factor ies which we think was an excellent ons. He said that the exouse offered by the men of means in many small towm for not engaging in manufactur ing is that they don't know anything about the business, and therefore don't like to put their money in it. We have heard this same excuse offered right here in New Berne. He says there are many small factories North that would be moved down South at &dv time if the owners could get the people of the town where they locate to take stock in it. The owners will put in their machinery as their part of the stock and will run it if the resi dent business men will take stock enough to become interested in the suc cess of the enterprise; by this the owners are assured of the good will of the com munity, and it Bhows a disposition to help and encourage suoh enterprises Now we are prompted to write this about manufacturing ootton, beoause this merohant seemed to be in dead earnest about his willingness to invest In such an enterprise and beoause we believe it would gire employment to many worthy girls and boys in the city that need it. The good results as shown by the Manufacturer's Record is also another cause for writing on the sub ject at this time. If the minds of any of our monied men are tending in that direction, and they manifest sufficient interest in it, we will publish the entire article from the Record and let them what a good investment they are missing. The Onslow Railroad, The chairman of the board of county commissioners has, in response to a re quest of a number of citizens, has ap pointed committee to meet and confer with representative of the W. ft O. Railroad Co., the citixen of Wilming ton and Onslow county, on the question of building a railroad from one city to the other through Onslow oounty. The oommlttee is 00m posed of the following gentlemen: Wm. G. Brinaon, George AUen. W.U. Watson, Thos. H. HaUiaon, H. 8. Nunn.Maj. John Hughe, Clement Manly, Enoch Wadiworth, Dr. Geo. Slover and William Cleve. A 00m- mittes has also been appointed on the part of the Cotton Exchange for the same purpose. The President of the Wilmington, Onslow ft East Carolina Railroad Co., and a number of other oitiaen of Wilmington will meet this committee In Goldsbofo next Tuesday. It is ex pected that a good delegation will be titer from Wilmington and that the matter, will be fully discussed, and soma oonoert of action be brought about In regard to building the road. The plan for extension is entirely feasible. and we feel confident if the people along the line will communicate their wishes to the Governor he will gire them a fair hearing. Without an extension and connection with a long line the A. ft N. C. R. can never be a source of inoome to the State or private stock holders, nor can it do much towards the development of this section. Our chances for a connection with the C. F. & Y. V. are better than those of Wilmington if we bat make use of them. If nba Governor is against us and will not consent to the extension of the road, then let us offer other in ducements for the C. Extensive Fishing.- Clement Manly, Esq., of New Berne is in the city attending the Supreme Court. In a pleasant chat wi(h him on yesterday, .a reporter .learned some facts about tha fishing industry around Beaufort and Morehead City. There is a large run of all kind of fish and the oatohe are enormous. A school of 'fatbaoks" was captured a day or two sinoo and though 430,000 hare been taken from the nets not half of the est- tira school has been taken out. The scrap factories ara running with a rim and supplying fertiliser lactones with tremendous quantities of wrap. As the nan ara taken from the net they are placed in large Tats and every nartiole of oil is pressed from them. This oil has sr good commercial Tains) and is a source of oonsiderabls revenue. After pressing, the fish ara spread upon large fiat plots of ground to dry. Then .they ara pecked in sacks and sent on to the fertiliser factories. Their fish scrap contains IS or IB par cant of ammonia. Tne porpoise nsnerie are also having fine runs. Thousands ara being cap tared and tha business is so heavy that two mora factories are contemplated for extracting 011 ana working skins. Tha business has increased over 100 per cent from last rear. All matters of contested seats were finished up. yesterday, and it was then found that there are 225 delegates entitled to seat and voice. A committee was ap pointed to collect f unds for a monument to Thomas Armstrong. In the evening Grand Master Workman Powderly de livered his annual address, lie said that, although the present General As sembly was not so large as that of last year, and better things could be ex peeled at its hands, existing dissensions had been enlarged upon and scattered by enemies of the order, and employers in many oases had taken advantage of what they mistook for their weakness and rushed into conflict with the Knights. Hume, Minor & Co. , a large musical Arm doing business in Richmond, Nor folk and Portsmouth, will make a grand display of musical instruments of every description. Several business firms of Raleigh took spaces of 20 feet each yesterday and will make fine exhibits. The poultry exhibit this year will lie a speoial feature. A number of extra coops have been carried out to the grounds to accommodate the exhibits. Boys are all agog over the goat race. and several more entries are to be made News and Observer.
