The board met on Monday the 14ih of
November. All present.
The chairman annoonoed willingness
of the board to bear the viewe of .those
present upon the proposition submitted
by the East Carolina Land and Railway
Co. Capt. K. . Jones, J. L. Rhem,
Gen. Robe Ransom, J. J. Wolf end en,
T. A. Green, Hon. F. M. Simmons and
others addressed the board in favor of
the proposition.
Major John Hughes submitted a prop
osition favorable to the plan, provided
the oompany would build a private
bridge for publio use in connection with
railroad bridges across Neuse and Trent
rivers.
Joel Kinsey, W. B. Lane, J. F. Clark,
H. Perry and W. H. Oliver submitted
their views in opposition to the propo
sition.

The hast Carolina Land and Railway
Company hereby applies for a subscrip
tion by the county of Craven to the
capital stock of said oompany to aid it
m the construction of a railroad from
New Berne to Washington, N. C, in
Beaufort oounty, or Greenville in Pitt
county, in the sum of forty thousand
dollars, and for an additional subscrip
tion to the capital stock in the sum of
sixty thousand dollars to aid It to build,
in ooniunotion with the Wilmington,
Onslow and East Carolina Railroad
Company, a line of railway from the
oity of New Berne through the counties
of Jones, Pender aad Onslow to Wil
mington, N. 0.
This application is made on the fol
lowing terms and conditions, to wit;
1. Bald subscription shall be made in
coupon bouds of the oounty of Craven,
running thirty years and bearing inter
est at six per cent per annum, payable
annually.
8. That aald bonds shall be prepared
as eoon as practicable after said propo
sition shall have been eubmitted to a
vote of the people and ratified by them
as required by law, and they shall be
plaoed in the hands of trustees to be
nominated and appointed by the board
of commissioners of Craven oounty with
the consent and approval of the bast
Carolina Land and Railway Co., who
shall hold the same and, turn them over
to the authorities of the said oompany
upon its giving to said trustees for the
use and benefit of said oounty and to be
at once delivered to the authorities
thereof certificates of stock in its oom
pany of like amount. Provided, how
ever, that eaid subscription to aid in the
construction of the Washington or
Greenville branch shall be delivered as
the work progreescs in Craven oounty
and at a rate not greater than one thou
sand dollars per mile for each mil of
graded road and one thousand dollars
per mile for eaoh mile of said road sup
plied witn cross-ties, ana at tne rate or
one thousand dollars per mile of each
mile of road graded in Pitt or Beaufort
oounty, and five hundred dollars per
mils for each mils supplied with cross
ties in the eaid last-named counties.
And the said bonds subscribed to aid in

pany by said trustees as the work pro
grasses at a rate, not greater than one
hundred dollars per mile fpr every mile
of said road graded In Craven oounty.

it to oonstruct, in oonneotion with the
Wilmington. Onslow and East Carolina
Railroad Co.. a line of railway from
New Berne, N. C, to Wilmington, N.
C, upon the terms and conditions con
tained in the proposition and tbe amend
ments to the proposition made to the
board of commissioners of Craven
oounty by the said East Carolina Land
and Railway Co. be submitted to the
vote of the qualified votsrs of this ooun
ty, and that an election for that pur
pose be and ia hereby oalled to be held
in the said oounty at the various voting
precincts thereof on the 26th day of
January, 1888, aaid election to be held
as prescribed and provided in obap. 49.

Ordered, That the order heretofore
passed by the board authorizing ths
chairman to bring suit against &. Hahn,
ex-sheriff, for the recovery of the
amount of county taxes found due from
him to the oounty and the penalty, is
hereby suspended until the next regu
lar meeting of the board in December,
1887, and that the present committee.
Commissioners Brinson. Latham and
Mallison is continued until the said
meeting with power to settle with said
Hahn.

the county of Craven to subscribe fifty
thousand dollars to the capital stock cf
the East Carolina Land and Railway Co,
be ratihied by the popular vole, that the
board of commissioners of Craven
county shall not make said subscription
to the capital stock of said company un
til after at least one mile of railway is

posals for the construction of a bridge
across tbe Neuse river at some con
venient point within two miles of the
court house, to be determined by the
commissioners. Said proposals to con
tain plans and specifications for furnish
ing material and building said bridge,
and the estimated cost of the same.
Said bridge to be so constructed as to
permit tbe easy and unobstructed pas
sage, when going in opposite directions,
of all kinds of vehicles and for the safe
and convenient passage of animals and
nersons to and fro. and shall in all re
spects conform to the requirements and
use of a first-class bridge. It shall be
further stipulated that said bridge shall
be provided with a draw of such dimen
sions and of such- construction as to
permit the passage without delay of all
kinds of steam and sail vesst Is. Ordered
that said proposals shall be opened for
examination at the regular meeting of
the board in February, 1888, and that
the right is hereby reserved to reject
any and all bids. Ordered furtbVr that
the oounty will pay the sum of fifty
dollars for such plans and specifications
as may be adopted.

The Superior Court.
Tbe fall term of the Superior Court
of Craven county convened on Monday
morning at 11 o'clock, Judge A. C.
Avery presiding, and Solicitor Geo. H.
White representing the State.
Mr. W. L. Lewis was made foieman
of the grand jury and His Honor de
livered to them a very comprehensive
charge as to the criminal laws of the
State and their duties in the execution
of the same.
In the afternoon the criminal docket
was called and several submissions in
unimportant cases were recorded. A
mistrial was made in the case of State
vs. J. R. Boyd for obtaining goods
under false pretense, and Warren Munt
tord, oolored, was acquitted of the
charge of abandonment.
Oourt took a recess until 9:80 o'clock
this morning.
Judge Avery seems to be in good
trim for putting in some good work. It
is hoped that the jail will be cleaned
out and some expense saved the coun
ty. Lack of space forbids the publica
tion of the proceedings yesterday in
detail.
