A merry ChrUtma to all our rdeis is the hearty wish' of the JOJDBNAl, Death of Capt W. J Street. Tbe sad news of tbe death of Capt. W. J. 8ireeU, which occurred at Golds- bore at 8 a. m yesterday, was re ceived in this city the same day. Capt. Street waa a eon of the late Samuel B. Street For several years he was proprietor of Nunn's Hotel at KLins ton where he waa esteemed by tbe traveling publio for his many noble trait of character. His health becom ing impaised he retired to a farm near the town and engaged in agricultural pursuits during the year 1688. Recent ly he, in company with Mr. Win. Hun ter, leased the Grego y House at Golds boro and again returned to the business for which be seemed to have a Datural tact that of keeping a first class hotel. Capt'Street left New Berne in 1861 a member of the Elm City Biflxs, and during that four years' memorable struggle, no soldier did bis duty more faithfully and gallantly than did be. Hi company waa a part of tbe Second North Carolina Begiment and shared in all the arduous campaign of tbe Army of Northern Virginia. He went in the war a private in tbe rank and returned a Captain. Hi death is deeply re gretted by many warm friends and relatives in ibis city. A large majority of the people of North Carolina desire tbe absolute re poal of ail national exoise laws; tbey want to see the internal revenue system out up by the roots. At the same time almost all Of us nave discernment enough to realise that, in tbe preaent temper of the oeople of the United Stales, tbie is out of tbe Question. Advo cates of a total repeal may be found in both parties, but tnev are for tbe pres eut in a hopeless minority, ie the coun try at large. If lor no other reason, the tbe Republican dread of its prohibition wing would effectually prevent it from favoring the repeal of the tax on wbis key and the desire among Democrat to make reduction in the tariff, so im peratively demanded by the business in' create of the country, will cause the tax on whiskey to be retained. Can iny thing, then, be done to relieve us from tbe evils which seem to be inseparable from the execution of the internal reve nue laws)1 Much. In the first place, tbe tax on tobacco can be absolutely re pealed. Tobacco to its millions of con sumers is not a luxury; it is one of the prime necessities of life. It is tbe com pen ion of the solitary, the refuge of ibr weary, tbe solace of tbe aged. I am glad I don't use it, but with all ite at tendant evils it is to those who do ho much a necessity as tea or cuffee or sugar. The removal of (he tax will have the effect of increasing the profits of the tobacco raiser, and reducing tbe prioe to tbe consumer. It will also enable our plug manufacturers to stand some cbanoe of successful competition with tbe great New York and St. Louis housee tbat are threatening their very existence. It is to be feared tbat tbe repeal may not prove so advantageous to the smoking tobacco manufacturers but this fear, I trust, is not well grounded. Secondly, the tax on fruit brandy can be reduoed, though not repealed Thorough supervision will be necessary to prevent tbe fraudulent use of grain. 8'ringent and useful legislation upon ibe details will be indispensable; tbe time of distillation limited to th last four or fire months of the year, tbe ca pacity of tbe stills graded to the prob able source of supply, and numerous other safeguards provided. But with proper restrictions, while the orchards and vineyards that can be profitably devoted to making brandy are so limit ed in extent, there can be no very large iminution of the revrnu received from whiskey by reducing the tax on brandy. Thiidly, some of the oppressive fea tures of tb,e internal revenue laws can be remedied. Tbe minimum punish ment ought to be left to tbe discretion of the judge presiding, and be should ot be oompelled to sentence every man to at leart sixty days imprisonment, thirty of whioh are to qualify the pris oner to take tbe oath of an insolvent Tbe law permitting an indiscriminate deetrucfion of personal property seized by revenue officers might well be so modified a to require tbe order of a judicial officer or some judgment of condemnation. AnJ, ourthlj, the greatest of al 1 re form in this direction ought to lie within tbe easy reach of combined effort upon tbe part of tbe North Carolioa delegation. Let tbe number of United Statee commissioners and deputy mar-, shal be reduoed .-and let them both be pu upon a salary. The fee system ie tbe proliflo source of nine-tenths of the crying evil of the administration of tbe internal revenue law in Nortb Carolina. Real criminate can be brought to justice without tbe daily patrolling of every oountrv lane and mountain cove in search of a case. The law can be executed by tbe depot) collectors with tbe occasional (not ton frequent) aid of an internal revenue agent, and unobjectionable assistant.
