the fiscal year ending May 1 . 1 -is Huw
well you hnvu udmiiinjure.l the im
portanl duties dev oived upon you will
be judged in a gn at in. -am re by the
condition of the. various departments of
the city govemnu nl.
You have a city of great capabilities,
possessed of an inland navigation un
surpassed i which is attested by the va
rious steamship lines plying in our
waters to ISoiluern ports, and the
llourii-httic. to w ris of the upper Neuse,
lreni ana uontentnea rivers), with a
bick country of untold fertility, unpre
tentiously and quietly developing ite
energies until side-tracked and throt
tled by adverse legislation, and railroad
combinations have made it .not remote
frstn a "way station" in commercial
importance, when more fayorable
surrounding influences should be a
prosperous and flourishing city. Its
advancement depends upon tht) faed
ities of transportation to the Interior
and Northern cities for our corn, Itrm
ber, fish, truck, and the products of -.
manuftcturiee. Facilities are MST otV
fered by the O. D. line, E. Cx D. line,
and the Atlantic Coast Dispatch Una for
the transportation of truck to the Nor
thern cities, which will result In the
further development of this interest
and a consequent increased demand for
lands contlguout to New Berne, wJtiosr
are so well adapted to trucking, might
justly be termed the "trucker's para
dise." When tucoest hat been attained
in this interest, can we not reasonably
hope that our principal transportation
line will to revise its rates to competi
tive points in the interior on the mile
age basis of rates charged by transpor
tation lines whose interests are by geo
graphical position inimical to ours, that
our other industries may be served.
SANITARY.
The health of the city is unexcection-
ally good, butlhere still remains much
work to be performed by your succes
sors. Owing to the loss ot teams there
has been an unusual quantity of garb
age and trash collected upon the streets.
The city is now well supplied with
teams, and it is hoped that thesa un
sightly heaps upon oar streets will loon
be removed . I would recommend an
immediate cleansing and disinfecting
of private lots and alleyff, "Cesspools,
eto., of this city, and when parties are
unable to supply the needed disinfect
ants, that they be furnished by the san
itary committee.
FIKAKCZ.
I am assured that the finances of the
city are in good condition; that you
have met promptly your engagements
except a short interval Immediately
after the beginning of the fiscal year;
that too hare paid large sums contract
ed by former administrations, and hare
paid for many needed permanent im
pi (j vetoed is, .,...'.--
The streets ars much in need of re
pairs, ptrticulaaly those in the upper
portion of the city where the shells are
bnt thinly laid. Ths sidewalks in some
ilcalities have been much IropniTtd.vF. SCuffT New IsrneCN. C- aTdrni
I would recommend as soon as the city 't

should be curbed and Ksst Front street

pumps bored in the violnity of the depot
and StimsoB and Congden't mil)t.

was adopted :
"All reeoltuieo. rwlatmat to subjects
upon which CtmuuUkQf s have been ap
pointed tihallTJe nfeTred to the appro
priate committee without debate, pro
vided that all nqttcrs referred to the
committee shall be reported upon. "
A communication was read from
Elder O. li. Washington of Providence,
S. I., one of the veteran standard'
bearers of Zion, regretting bis inability
to be present, and making several sug
gestions for the consideration of the
conference, among which was that no
more Bishops be elected until the finan
cial condition of the Connection shall
place its general interests in a more pro
gressive condition.
After attending to some routine busi
ness, the conference ad journed to meet
at 10 o'clock this morning.
Ley. J. L. II. Sweree of New York
preached last rjipht to an immense con
gregation from Epheeians 5 32. This is
a great mystery ; but I speak concern
ing Christ and the church. The theme
was the mysteries of the religion of the
Lord Jesus Christ, which was
earnestly, ably and pathetically
discussed, while tho congregation
sat in charmed attention, listening to
the mysteries of God in nature and in
themselves. The divino held up a rose
and asked who could fathom the beauty
of its leaves or unmask the sweetness of
its fragrance, and as he answered none
but Jehovah he impressed his bearers
how deep was the mystery by
which they were surrounded
in life and afterwards in
death. A peculiarity in Elder Sweres'
preaching is that in the course of bis
sermon he sings very softly, but ratbsr
dramatically, an hymn adapted to the
discourse which has a very animating
effect upon the congregation.
The conference is certainly gladden
ing the hearts of Zion's hosts in this
l-city and vicinity.
