An iron lank containing 15,000 bar rels of oil was struck by lightning at Oil City. Fa . last Saturday, setting fire to the oil winch boiled over and caused the fire to ppread with astonishing ra pidity; I-oss estimated at S250.00O. The steamer Gate City, from Boston to Savannah, collided with an unknown vessel two hundred miles northeast of Cape Hatler&a in a dense fog at 2 o'clock Saturday morning. The steamer was struck on the port side forward. The vessel's bowpprit penetrated the steamer s side, tearing away tbe for ward rails and part of tbe deck. The vessels rebounded, and came together again after the first chock oT collision, and nothing was afterwards seen of the sailing vessel. The steamer remainad as near as possible to the scene of the collision six hours, cruising and blow ing fog whistles, and then resumed ber voyage and arrived at Savannah on Monday afternoon. The passengers on the steamer were in a panic, but no one was injured. A SOTJItD LEGAL OPINION. E. CONFtKLMt Artu-le I J Misctllancuui 1 The board of bishop, the Ken Sec eral steward and three of the annual conference stewards, residing nearest to the meeting places of the annual ses sions of the board of bishops, shall con st i lute a board of apportionment. Sec. 1. It shall be the duty of said board to apportion all surplusof general fund according to their beet judgment, as follows: First, the back salaries of the bishops due prior to June lt&2. Second, to provide a fund for the trans portation of students to Livingstone College, and to meet any deficiency in the running expenses of said college. Third, to increase the efficiency of the book Concern and the Star of Zion. Provided that w henever any conference has raised an amount equal to 7UU for each presiding elder a district in said conference, where there are pi ending elders, or for each ten circuits or sta Huns where there are no presiding el ders, all the proceeds of the general fund in excess of that amount shall be appropriated to as many of the follow ing purposes as the conference may de termine: the superannuated and w orn out ministers, tbe widows and orphans of deceased ministers, church exlen eiun, conference educational institu tions, local missions and incidental ex penses of conference Sec. H. The collections taken to meet the biehops traveling expenses w hen on their regular episcopal lour shall b accredited to the church as general fund, provided that each bishop shall render an item 1 ed account of the re ceipts from said collections and of bis traveling expenses on Ihe first Wednes day in January in each year. If there in an excess of receipts, be shall pay the same over to the general steward us general fund. If there is an excess of traveling expenses it shall be paid be fore the apportionment for the month is made pro nled further that the church " tailed by the blshi pj shall raise a su llicient amount to cover lhir travel inn expenses, w hich shall be accredited I i said church as general fund. And provided further that the accouhls thus collided by the bishops shall be count e l us part of the amount appropriated (or traveling expenses. Provided fur ther that the general steward shall tuke no account of the apportionment for tiuveling uxpeuses, except on the first Weduesday in January in each year. Provided further that no account be taken of the sal ary of the Superintendent of African missions until the semi annual meeting of the board of bishops, al which time all moneys received for foreign mis slonary purKses be applied to the pay 1 1 n t of said salary to the amount of t'UKi and whatever deficiency there may be shall be met from the receipts on general fund for the currenl year us the pro rata will permit Sec. 4. Itahall be the duty of the bishop in charge to see that all of the provisions of this plan are carried out us far as tbe law provides. Any one of them may bring charges agaijist the general steward, if necessary, provided that he shall sit upon the trial of a charge signed by himself Sec. r. The presiding bishi p shall have power to fill any vacancy in the oflice of conference steward in the interval of the annual conference until the sitting of the same. And the board of bishops shall have the authority to till a va caui'v in the oflice of general steward in the interval of the general confer ence, should such neceasity sriee from liny crush. TIIIIITEKNTH PAY. The thirteenth day's session of the general conference of Zion Methodists was, after devotional exercises, oalled to order by Bishop J. W. Ilood. D O., and after the usual opening routine, the body got down to business. A communication from P. Anstadt of York, Pa., publisher of the Zion cJiurch Sunday school literature, re questing an arrangement in future that would better protect his financial inter est, was referred to the committee on publication. L Elder J. It. Uill introduced a resolu tion in regard to publications which was referred to the committee on Book Con cern amid lau'bter. Elder Geo. C. Scurloek introduced the following : Whereas, It is the desire of many of the members of this eeneral conference, that the business before it be finished up this week, in time to allow them to start for their homes; therefore Resolved. That tbe resolution passed by this conference to set apart the last day of the session for the election of two more bishops, be rescinded, and that Thursday, May 17th. 1888, at 11 o'clock be substituted therefor: and at tbe hour named above on said day, we proceed at once by ballot to the elec tion. Bishop Hood in the chair, by a par liamentary strategy whirled the resolu tion to the committee on episcopacy so rapidly as to make Elder Schurlock'e bead swim. An interesting communication was read from Rev, Andrew Cartwnght, superintendent of African missions, giving an account of the progress of the work and its eiracuities, ana express ins tbe wish that Zion church would educate a native African boy and a girl at Livingstone College, for the Held of labor. Tbe report shows that at Brew- erville, Liberia, there are 100 members, 87 Sunday School pupils and 28 Tolnmee in tbe library, one elder, tnree aeaoons and one exborter. Tbe value of church property is $800. At Cape Palmaa, Liberia, there are some forty persons and two local preachers who hare oalled upon the superintendent to receive tbem into the connection.
