We were present on last Sabbath at the celebration of the Children's Day" in the l'rrsl ytciian church of this city. A program was followed which gave a large airx urn of valuable information bout missions of all c bun lies through out the world, and special statistics about the missionary work done by the Southern I'reshylerian Church since Its ssparate organization in 86 1 . The growth of this work in lb ia portion of the Chun h of (rod has been large and encouraging so that in China, Japan, Mexico, Italy, Hrsy.il. and among be Indians, this chur h has about seventy missionaries snd has gathered many nourishing c hurches and large schools. Tne whole f these exercises hid reference to the foreign missionary work, all Sabbath-schools in the South ern Church were expected to obseivi the first Sabbath in June, by these ser vices and by w collection for foreign missions. H( Hid its their sppropriatentss and interest, the selection of hymni was excellent, and thesinging was very pleasing. An address on "The Crisis Of Missions" wss delivered by Mr. Fred. Thomas. He carefully presented most important data as to tbe missionary work cf the Proteetcnt Church since Apostolic times, and showed how Chris tian enterprise was now greatly re vived, and that if the whole Church was alive to the grandeur and importance of this cause, and to their duty to their Lord, the world could be soon filled with the knowledge of the Gospel. Mr. Thomas delivered bis address in a hand so.se manner. We are glad to sea oar young men coming to tbe front with such promise. Tbe classes were called in order, and one member of each, sometimes the smallest one, brought the class collec tion to the Secretary. When the whole was counted tbe amount was found to ba about forty-one dollars, a most credit able offering. Tbe children had bean working for this money in varioua ways. Iieducl from that sheriff and treasurer's commission, deeds to county and reduction about 1,000 will leave for current ei ponses about -70 , add to that amount collected from schedule H about 8700 and from Pamlico county about $-,000, we would liBye for cur rent expenses about $10,070, barely enough to pay expenses of the county. Therefore in this connection we would recommend that we levy for current expenses 31 1 (I cents. In this coanection we would reeom mend a levy of 50 cjnti, a reduction of 10 cents from last year. With some of the county officer we have had considerable trouble and have been greatly embarrassed by their ac tion. After the settlement with M. Hahn, ex-Sheriff, in August, 1887, the suspicions of the Hoard were aroused by the discrepancies that existed be tween the amount paid the Slate by him and amount paid county as Sheriff on account of schedule Btax. A com mittee of the Board was appointed con sisting of Commissioners Brinson and Latham, who after thorough examina tion of the accounts of ex-Sheriff Hahn as to the amounts collected by him for schedule B tax from the time he first went into ctlice up to and including July, lt8C, they found that after de ducting what he was entitled to that he owed the county 81,110.53. The large bulk of that amount was due the county during the first two years of hie official life, to-wit. 1881, and 1882. NotwithsUniing ihe fact he had made his settlement and returns to the Com missioners that amount was withheld from tbe county for nearly five years. The amount of 81,110 53 was paid in December, 188T, after the Superior Court had decided that he was elected Sheriff of the county. iThe accounts of D. N. H. Street his successor. who now lllli that cilice in a very accep- t ible manner. In view of the labor required of the county physician and the meagre re muneration be receives, his is not an office to be coveted or sought after. A large number of indigent poor peo- people are maintained by the county outside of the poor house, some of whom have to be provided with both shelter and food. It has been ascer tained that they can bo supported for less than one-half tbe expenses of keep ing them at tbe poor house, ' if course these are not in that helpless condition physically and otherwise which necessi tates their being taken to the poor house. This plan of outside support was wisely adopted years ago and I ap prove it as the most economical and in some instances most humane. The amount necessary for the care and maintainance of the county poor is approximately three thousand dollars (93,000) per annum. The most rigid eoonomyon the part of the board has failed to reduce ths amount below these figures. The apportionment of 20 per cent of tbe poll tax furnishes about one-third of the necessary amount and for this reason it haa been supplemented by the appropriation of moneys paid to this county by the county of Pamlico as in terest on their portion of tha debt 8boaid tbe inoomiBK board succeed in reducing the expenditures for the sup port of tha poor they will deserve well of their eo&atittrency.
