The appointing of a Preaident of the A. A N. C. R. is not among the first act or duties of a Governor after be aatuma the gubernatorial ahair, a soma people in thee latter days seemed to think. Indeed, we think it will bs difficult for anybody to find any law or astborlty by which the Governor ap points a Preaident. Tbe charter of the company put the A. St N. C, R. under the manaa-emtnt of twelve directors. four of whom are elected annually by the private atock bold era and eight by the Board of Internal Improvtmenti, not the Governor Tbe otbr officer and aervant of tbe road are appointed by this board of director, aot tba Gov ernor, and it is for thia board of direc tors to shape a policy for and manage the road, not the Governor. Wfrfeelieve he took this advice so far as to revive t e Board of Internal Improvementa which had from ome oause gone into obscurity, but he could not resist the temptation to have tbe polloy. We believe this innovation or rather practice of ignoring the priTate stock holder and looking; to tbe Governor to select tbe President originated with Governor Todd R. Caldwell or Holden. It seems to be the policy now to look to the Governor for the appointment of a Preaident of the road. The eight direc tors on the part of the State are regard ed a mere tool to oarry out his wishes; tbe interest and wishes of the private stockholders are not consulted; tbe Governor must have n policy. Now we aek "Carteret" to bend bis efforts in getting tbe people to unite upon the following propositions: 1st. Appeal to the Governor and the General Assembly to sell the Stale' in terest in the A. & N. C.Tt to the C. F ft Y. V., reserving rights and privilege for the N. C. R when it come back in to the hand of the State. 2d. If s sale csnnot be made to the C F. T. V. then let us appeal to the Governor to return to the old time cus tom; selects board of directors from the best business men along tbe line of the road and let them conault tbs direc tors elected by the priyste stockholder before a President or s policy is selected. The idea that Mr. Chsdwick or even the? grestsst railroad manager in tbe world sat make the A. & N. C.
