The Pres ident today sent to Congress additional correspondence relative to Samoan af fairs, accompanied by the following message: To tbe Congress: I had the honor on tbe 15th instant to communicate to your honorable body certain corres pondence and decuments in relation to affairs in the Samoan Islands, and hav ing siDoe received further dispatches front the Vice Consul at Apia and tbe commander of the United Stales naval vessel Nipsic, in those waters, I lose no time in laying them before you. I also transmit herewith the full text of instructions- from Prince Von Bismarck to the German Minister at this capital, which was oommunicaUd on the afternoon of the 88th instant. This appears to be an amplification of previ ous telea;rephio instruction on the same channel, communicated through tbe tame channel, and which bei g cet forth in a note of tbe Secretary of Bute to Count Von Aroo Volley, Ger man Minister, of the 12th instant, was duly laid bsfore Congress with my last message in relation to Samoan affairs. It is also proper to inform yon tbat on Monday, 29th instant, on occasion of the communication of the note of Prince Chancellor, the Secretary of State was given to understand by tbe Oerman Minister tbat a proposition from his government to that of tbe United States, for conference on the Samoan subject, was on its way by mail, having left Berlin on the 20th instant, so that its arrival here in dne oourse of mail can be looked for in a rery short time. In reply to an inquiry from the Secre tary of 8tate; whether the proposition referred to vu for renewel of the joist conference between the United States, Germany and Great Britain, which waa suspended in July, 1887, or for consideration of Samoan affairs ob novo, the German Minister stated tie inability to answer until tbe proposition. which left Berlin on the 20th instant, should bars been received.
