Since the foregoing was vu:tun, Qen. Harrison has again Ken heard from, and it is announced that Wanamaker has been named aa Secretary of the Navy, an. I Alger as Secretary of War. If these appointments have been made there yet remains tbree C'abi net portfolios either one of winch New York could accept without a sacrifice of honor. The Postoflice Department has more appointments at its disposal than any department ol the gov ernment, and ex Senator Pl.itt J be celebrated "Me Too" is especially talented as a dispenser of patron age. The Interior Department is uot much behind the Post oilier Department in the nn ruber and character of the appointments under ita control, and Mr. Warner Miller would grind them out to the infinite satisfaction ol i host of expectant followers. B. 14G, Mr. Williams, of Pitt, in relation to indigent and other apprentices, was taken up, and after two or three minor amend ments had beeo attached, passed its second and third readings. This bill provides that indigent children shall be indentured in the name of the clerk of the Superior Court ol the county where they reside. Those who come within the mean ing of the act for being appren ticed, are : First, all orphans whose estates are of such small value that no person will educate and maintain them for the benefit thereof; second, all infants whose fathers have deserted their families and been absent six months, leav ing them without sufficient support ; third, any poor child who is or may bo chargeable to the county, or shall beg alms ; fourth, any child who has no father and whose mother is of bad character, or suf fers her children to grow up in habits of idleness without any risible means of obtaining nu honest livelihood ; fifth, all infants whose parents do not habitually employ their time in some honest, industrious employment.
