The following bill passed their tbtrd readings: To allow clerk superior conrt of Richmond county to be absent from his office 1st and 2d Mondays in March; repealing cblpter 270 laws 1887 in relation to sale of liquor near Cape H at t eras Camp Ground. Sl'ECIAL ORDER. S. 15. 0, reducing the legal rate of interest to six per cent, was taken up on its second reading and upon a call ot the ayes and noes passed its second reading, ayes 32, noes 4. Senator Williainr, author of the above bill, in a most eloquent man ner explained the necessity of such action. His whole soul seemed to be infused with the spirit of assis tance to that class poor, hard work ing farmers and laboring men who were often compelled to borrow money to feed their little one and save the home. He had given the matter careful thought and was not in any way alarmed at the cry made that if the rate of interest was reduced all the money would leave North Carolina. Be was in earnest and could say that he did not see the faces of those Senators who voted against such a bill two years ago no in the Senate. They had been laid on the shelf. His argument was sound, to the point, conclusive and made in such ear nestness that its weight had in fluence with the Senate. In response to a telegram from Mr. Washington Bryan, president of the A. & N. C. R. K. Co., asking what day the General Assembly would attend the Eastern Carolina Oyster, Fish and Game Fair, Mr. Kerr introduced the following reso lution: Resolved, by the Senate, the House of Representatives con curring, that the General Assembly attend the Eastern Carolina Oys tcr, Fish and Game Fair in a body at a day and time to be fixed by a committee of three on the part oi the Senate and four on the part ol the liouseof Representatives, which resolBtion was adopted. Mr. Lyon, as chairman of the com mittee, took the chair. Section after section was adopted until No. 15 waa reached, when a minor change waa made relating to sites and locations. Other sections were adopted to 26. Sections 26 and 27 were atrickea oat and a substitute adopted which provide that the law shall remain as it is : that the county treasurer and not the county superintendent shall be treasurer to the county board of education. Other sections to 34 were adopted. Section 34 was amended by insert ing "wilfully or wrongfully" after "shall," in the sentence "any per son who shall misapply or cause to be misapplied any money set apart oy law for schools." The remain ing sections were adopted without change. Much time waa taken up in the consideration of the bill. The com mittee ot the whole then made its report to the House aud the report was received, after which Mr. Alex ander moved to meet every day hereafter except Mondav at 10 o'clock.
