Another crisis in France. The
disorders of the French Govern-
ment have become chronic Every
time the political barometer falls
there is a serious crisis. This con
dition cannot last long. The gov
ernment must give immediate
evidence of its ability to stand the
storms of popular feeling or quickly
give place to another.
Speaking of woman suffrage,
the Washington Post says: "Yet
the women are zealous workers, as
well as patieit waiters, and no
reverse seems to discourage their
endeavors or extinguish their
hopes. They are as fond of the
agitation apparently as ever they
were, though the goal for which
they strive is still too remote for
the intervening distance to be
measured."

informed, waa ratid and enrol led,
bat has never found ita way Into th
offlo of th Secretary of Stat. .
Th enrolling clerk kept a book ia
hich a noord of vry bill and its
number waa entered and it with th
bill ware takes to th Secretary f
8ut who tciptd to th clerk ia this
book for aU blue roivd by him. It
seems that thia bUl, that ia it titla and
aumber, was entered on this book by
th nrolling clerk, but when th book
was taken to th Secretary of Stat th
bill itaeU could not b found.
W hav not heard from th Mtrolling
olsrk and know sot what explanation
ae haa to make ef th mat tar, but w
hav been informed that a member of
the General Aassmbly says h took it
Of ooura b was only jesting and did
not know that tb bill really had been
ttoUn. But who did steal it? Thia is
the erioua queetion for th people of
North Carolina to consider. Th en
rolling clerk ought to b called on for
all the light h eaa throw on tb subject
and th thief ought to b caught if poa-
aible; or if th word thief is too strong,
then th man who suppressed th bill
ought to be arralnged for the offano.
Th merit of th bill itself ia not
considered here. No matter whether it
waa a bad bill or a good bill, ita sup
pression is a aerioua offenoe which, if
tolerated, mav lead to greater danger in
the future. Let the enrolling clerk be
called upon to explain.
