April 12, says : "During the re- cent gale Portsmouth, on a narrow island near Ocracoke inlet in this State, was submerged, drowning cattle, sheep and hogs. The water rose to oaoy feet on the houses. and there was great destruction ol property. The inhabitants took to the house tops, remaining there until the storm was over. Great suffering was experienced but no ives were lost. A petition has been handed around in tbe city, so we are informed, rrT ing the Governor to retain the present management of the A. & N. C. R. Like petitions were aleo being ciiculated in Kinston on Saturday last by members of the present board of directors. We are not informed as to tbe auo cess achieved in obtaining signatures to the petitions, ut the fact tbey are b- ing circulated iadioates two things, viz 1st that Governor Fowle wants to know the wishee of tbe people in regard to this property, and 2d, that the preeent management begins to see the impor tance of having tbe sood will of the people who are not only interested as county stockholders but have business relations with tbe road. The Journal has no desirs nor inten tion to engage in any movement to turn out or to keep in the preeent administra tion of the A. & N. C. R. or to take any aotive part in helping to put in any par ticular board of directors. It will in sist on men of good business qualifica tions and whose Interests are identified with tha road, being appointed direc tors; and while it will give any manage ment its earnest support in trying to make the road a success, it will also try to give facta in connection therewith whether they b favorable or unfavor able to the administration. It was openly charged that Governor Scale ignored tha withe of the people along the Una of the A, & N. 0. R. In hia appointments, and we think the preeent administration has mad a great mistake in trying to administer the affair of the road upon the same principle. It ia charged, and we doubt not the eharge can be sustained, that large shippers have been alienated, from the road by the enforcement ot iron clad rule in small matters, which ooold not do other than make the ad ministration unpopular and damage the trafflo of the road. No landing lines were attached to the goat, and the service he was rendering ap peared to be free end voluntary on his part. At night an admirable diseourse on the 3d veise of the 6th chapter of the Epistle to tbe Hebrews waa delivered by the Rector, and the doctrine of the laying on of hands, as enunciated by 8t. Paul, and practiced in Apostolic days, was expounded. The congregation enjoyed another delightful solo by Mr. C. S. Bryan wboss voice and style of rendition has become one of tbe greatly appreciated features in the musical department of tha services at this church where good musio has seemed almost to be an in heritance. A Worthy Old Colored Man (ione to Ills Reward. The funeral of Charles Stafford, col ored, took place on Sunday afternoon from St. Cyprians Church, Kev.Mr. cas sey conducting the services which were solemn and impressive. The deceased had attained the ripe ige of 85 years, most of which time be hsd lived In this city or ia the immediate vicinity. He was a laitnrul man in an bis engage ments and died we presume without an enemy in tha world.
