Over on thousand bodies have been found since sunrise today, and the most skeptical ooncede that the remains of thousands more rest beneath) the' debris above Johnstowtr bridge. The population of Johnstown, the surrounding towns and the tart of .the valley affeoted by the flood is, or was, from fifty to : fifty-five thousand. Associated Press represen tatives todsy interviewed numerous leading citizens of Johnstown who sur vived the flood i and the consensus of opinion was that fully thirty per cent, of the residents of Johnstown and Cam bria had been victims of the continued disasters of firs and water. Tha board adjourned to meet the Jus- tloe' of the Peace in joint session' There not being a quorum present the joint meeting adjourned aad the Board of Commissioner met at 3 p.m. The eem mission ere appointed to lay off a ditch through) the lands of Rae berry Nelsoa and others made their report. The board, by ad vice of their attorney, decided that they had bo power to take any action in the prem ises, From this decision L. J. Moore, counsel fos the land owners who were aaaessed to pay certain sums of money to aid in cutting said ditch or canal, asked for an appeal to the Superior Court, Which was granted . Ordered that Betsy Weatbrook, A. Westbrook, A. F. Wiley, Mary Gates, Benjamin Sconce, Loudon Bowden, Zseh Styron's children and J. W. Pitt man be placed On the pauper list. The taxes on 193 acres of land charged to W. W. Daugherty. ia No. 9 township, waa remitted. Taxes on 240 acres of land in No. 2 township, charged to Catharine Staple ford, was remitted. Bowen and Kate Chapman be placed on pauper list. Adjourned, Meeting of Justices of the Peace and County Commissioners. A joint meeting of the board of coun ty commissioners and justices- ot the peace convened in the court house on Tuesday. On motion ot Jastioe Brinson, Justice Watson was eleoted chairman of the board of justices. The chairman of the board of com miss loners submitted the estimatea for the current year, or. rather stated that it would be nsoeesary td levy to the fell limit Of the law for current expenses. On motion the following levy wu made- Qtneral State tax 25 cents on the one hundred dollars Valuation, 75 cents on tha) poll; 13 cents on property and 874 on poll for schools ; 8. cents on property and t cents on poll for disabled Confed erate soldiers 29 19 on property and 78i cent onf polf fOf general oounty purposes, makinff the) 1 totaf 66f cents on property and two dollars on the poll. After con siderable waste ef time It wu decided, and all 'seemed, to already know, that the chairman of the board of commis sioners was the chairman of the' joint meeting. ' ?" ,"-.r' Considerable discussion followed Mr. Brlnapnt motion to make the levy 45 in which the county debt was thorough ly discussed and ventilated, v The facts brought out showed" thai the4 debt is J33.B0O, less $5,000 in bonds that have been purchased. by the trustee of, the sinking fund and about (3,000 ia bash in the bands of the'trustee. So the bonded debt now Outstanding amounts to between 185,000 and $30,000. ; ' The motion of Justice Brinson was put and lost. H thought if th poor house was put ia proper condition aad the poor wer compelled to stay there instead of drawing rations and tramp ing the streets begging at every house, they could b batter cared for aad at much lee expense. Justie Brinson thought ad vie was much needed oa this point. Hie ex perience a a county commissioner was that th caring for th poor with the much limited revenues of the county was on of th diffioult problems. Justio Watson would inform Mr. Haaoock that th reason it cost so much more to feed th paupers now than be fore th war waa on account of Presi dent Lincoln's emancipation proclama tion. A large majority of the paupers now were cared for by some else before the war. Justice Green wanted to know what was before the board. (He eeemed to have forgotten that the very difficulty was before the board which the bill he was requested to have passed the Gen eral Assembly would have provided for.) Justice Hancock rose to a point ot or der and went into a long speech and continued speaking until Mr. Green in quired when his point would be made. Where were you yesterday i"' aaked Mr. Hanoock, "when you were needed here to attend to oounty matters?" Mr. Green, "Digging potatoes." The board went into the eleotion of a oounty board of education and the same gentlemen who now constitute the board, Dr. D. W. Smith, Joseph Kinsey and E. K. Bryan were elected. W. G. Brinson, Alex. Miller and J. J. Tolson were elected finance committee. Justice Brinson-moved that the com missioners be instructed so make some arrangements to pay Mr. Sperling his interest. Mr. Bryan, the chairman of the board of commissioners, said the commis sioners would gladly comply with the resolution it it would go a little further and tell them how to make the arrange ment. This brought on another general dis cussion about the financial troubles of the oounty in which Senator Green offered no suggestion for relief and gave ao reason why he did not pass the bill as requested. Justice Hancock strongly opposed is suing class vouohers thereby giving one creditor of th county advantage over another. Soma mention waa made of applying the Pamlioo fund for that pur pose, or of applying it to the discharge of th bonded debt. This brought Chairman Bryan to his feet, and he gave an explioit statement as to the right of th oounty to apply this fund as it pleases, and showed the absolute necessity or applying it to the support of th poor. He said there were bttt few who understood the na ture of the debt of Pamlioo to Craven, His statement was vary explieit, suffi ciently so for anyone to understand.
