This vessel is now- undergoing extensive re fitting of her machinery in Baltimore. Capt. Simmons is superintending the work. We have understood that the govern ment has nearly completed the plans and specifications for a new vessel for the port of New Berne. Capt. Simmons is so familiar with the situation, neces sities and business of this port, that the department would bo wise to appoint him, to superintend its construction.
