humiliated, but it was in his power

its storm-scarred crest the last ray

The hero of the second Gettys
burg was Johu Jeems Ingalls, who
was a titled camp follower, a dude
soldier, a non-combatant warrior
when the first Gettysburg was
fought. Bat the conditions were
favorable for Judge Advocate
Ingall's style of warfare. There
were no missiles hurtling throngh
the air to disturb the flow of his
thoughts, no bellowing of cannon
to drown the thunders of his voice,
no headlong charge to break the
even array of his parts of speech.
A dead soldier was his adversary
and calumny was his weapon. It is
a significant fact that the man who
thus stood upon the heights of
Gettysburg to proclaim Lee a
perjurer is the same man who stood
up in the United States Senate to
denounce Hancock as a traitor.
Tuns tne two most conspicuous
soldiers on either side of that great
conflict have been honored by the
denunciation of a man who had not
the courage to fight the onn or

Shipping News.
The steamer Vesper, of the E. C. D.
line, sailed yesterday with oargo of
truck and lumber. The Annie of this
line will sail this afternoon at 4 o'olock.
Died Away from Home.
Mr. E. A.Swarz, a collecting agent
for Scribner's Sons, publishers, of Phil
adelphia, who had been sick at the Gas
ton House for several days, died Sun
day afternoon. He was a young man,
about thirty years of age. During bis
sickness he received the attention of
the young men of the Catholio church,
of which he was a member, and the
Priest visited him on Sunday" and he
received the communion.
Yesterday afternoon the body was
removed to the Catholic church. Fu
neral services will be held this morning
at 7:30 o'clock, conducted by Father
Burns. The body will be sent to Phila
delphia, the home of the deceased, for
burial.

his horses' feet and keep them well
hod.
We publish on the second pa-eof this
paper an extract from the address of
Rev. Dr. Crowell, at the theatre Friday
night. It is in regard to the publio
highways. The attention of our readers
is directed to it. Improvement ef pub
lio roads is something which the coun
try is sadly in need of ..
If the city does not see fit io place a
light at the corner of Craven and New
streets, we suggest the removal of the
one at Middle and Johnston there. On
New street there is not a light from the
railroad to. the river and the light at
Graven and Johnston is so located as to
throw scarcely any light towards New
street.
The steamer Manteo has had the
flange of her wheel broken and in con
sequenoe of which the had to return to
Norfolk for repairs. "There will be no
steamer of this line sailing today, (Tues
day). The Company will send out the
Manteo twenty-four hours later. Note
the Tooali for day and hour of sailing
from here, ;

Tho Funeral of Dr. Bates.
The funeral of Dr. H. G. Bates took
place yesterday morning from Christ
Church and was attended by a large;
concourse of people who wished by
their presence to pay the last tribute of
respect to the deceased.
The services were conducted by Rev.
Mr. George, and the following gentle
men were nnderbearers: Drs. F. Duffy,
H. Street, R. S. Primrose, Frank
Hughes; Messrs. H, R. Bryan, G. E.
Foy, Geo. H. Roberts, S. R. Street.
Dr. Bates has been a resident of the
city sinoe the late war, and has held
several positions of a publio character.
He was for some time coroner of the
county, and for many years the physi
cian in oharge of the Marine hospital at
this place, whioh he held up to his
death.
He was a genial gentleman,-agree
able in his manners, and had drawn
around him a circle of warm friends
who, with his widow and son who sur
vive him, mourn hia death.
He was a member of the Protestant
Episcopal Church and of the I. O. Odd
fellows, A; F, & A. Masons, end other
orders of a benevolent character.
The. deceased was aJ devoted husband
and father, a firm friend", and a good
citizen ahd the bereaved relatives have
the sympathy of the entire community.
June 31, 1890.
A regular meeting of the board of
oity couocilmen was held tbis evening,
Mayor Battle presiding. There were
present Councilmen Whitty, Slover,
Lovick, Holly, Dudd, Miller and
Kennedy.
A petition from U. S. Mace to erect a
shed to his fish house was read and on
motion referred to the fire district com
mittee with power to act.
UA petition from the Rough and Ready
hook and ladder company for supplies,
was presented and on motion referred
to the committee on fire department.
A communication from Mr. E. B. Cox,
, in reference to an accident received
from a fall in the city, for which he
held the board liable for damages, was
read and was on motion referred to the
Mayor and City Attorney to investigate
and report at the next regular meeting.
A petition from Geo. M. Brown for
material to place his house in condition
from damages done it in moving it to
widen the maoademized road, was
read. On motion, the matter was re
ferred to the city marshal with power
to act.
On motion, the order of business was
suspended to hear a committee from
the N. B. S. F. E. Co., who asked the
purchase of a pair of horses for use of
that company, which was, on motion,
referred to the committee on fire de
partment to report at the next meeting.
The committee also spoke of the need
of hose, and introduced Mr. Crispy,
who offered to furnish the hose neces
sary, and Councilman Dunn also sub
mitted a proposition from Mr. E. W
Smallwood to furnish hose. Mr. Miller
moved that the matter be referred to
the fire department committee to re
port upon it to the next meeting; to ad
vertise for bids if necessary.
The election of a oity clerk and tax
collector was next in order. The
opinion of the city attorney as to the
eligibility of the present incumbent was
asked for and given to the effect that he
was ineligible on account of non
residence

nated by Mr. Dunn, Mr. J. Havens by
Dr. Slover and Leonid as D. Merrick by
Mr. Kennedy. Messrs. Miller and
Wbitty were appointed tellers. A bal
lot being taken, Mr. Lane receive
votes, Mr. Havens 1, Merrick 2, blank
1. There being no election, another
ballot was taken, when Mr. Lane re
ceived 4, Mr. Havens 1, Merrick 1, blank
1. Mr. Lane having received a majori
ty was declared elected and tho clerk
instructed to inform him.
Mr. Kennedy brought to tho attention
of the board the cases of Martha Staten
and Harriet Burns, asking that the cost
be deducted when they paid the taxes,
on aocount of their absence from the
oity, which was granted.
Councilman Holly asked that a lamp
be placed at the railroad crossing of
Griffith street, which was referred to
the streets and pumps committee.
Mr. Kennedy stated that Richard
Sawyer wished to build a fence on his
property in the Farmville district, and
asked that the streets be laid out, which
was referred to the committee and city
attorney.

board borrow the funds necessary for
current expenses. On motion, the
treasurer was instructed to borrow such
amount as is necessary.
A report from the marshal as to the
pumps needed, as requested by the
pump inspector, was read.
The matter was referred to the chair
man of the committee on streets and
pumps, and tho marshal, with direc
tions to advertise for sealed proposals
for the furnishing of tte pumps.
Mr. Dunn brought before the board a
book prepared by F. W. Hancock con
taining an account of the judgment
debt of the city, which was offered to
the board if wanted by it.
On motion, the matter was refered to
the finance committee, to report at the
next meeting as to the price.

writing at every regular monthly meet
ing of the board of councilmen the
total amount of costs and fines that
hare been imposed by me in all judi
oial -proceedings, for the violation of
city ordinances during tne previous

I hare the honor to report that durinit
the previous month I have imposed flues
in juiicial proceedings to the amount
of $119.00. 867.00 of these fines
were remitted, because I considered the
penalty too great for the offence com
mitted, leaving 801.00 of tines in force.
I have imposed oosta to the amount of
$03.80, only a part of whioh has been
collected, but it is believed that all, or
nearly all of It la secured.
