There is a new cone ti action of law in Germany, on the subject of journalistic responsibility that is interesting. It seems to fix npon the proof-readers the liability to fine and imprisonment for libels. The point is that the proof-reader has to read all that goes into the paper. In some he is reported as improving, others represent him as failing physically and mentally Pamlico County. Pamlico county lies on the eastern boundary of Craven and is one of the counties of this section rich in unde veloped resources. Nearly nine-tenths of the land is still in immense primeval forests of pine, oak, cypress, holly and gum that are as yet comparatively un disturbed and there are great traota ol fertile swamp land, that oan be easilj drained. The population consist mainlj of intelligent, industrious, prosperout white famers, and their crops yield prolifioally in their fruitfull well-kept fields. There are three nourishing villages on Bay river: Stonewall, Bayboro and Vandemere. Bayboro, the county seal is 13 miles from New Berne. It has 450 inhabitants and Stonewall 850. These two places are only one mile apart and the intervening space is being built up quite closely. At the present rate ot progiess it will be but a breif period before they join and make one fair sized town. To expedite this wished for consum mation and also for the accommation of both villages, there is a tendency to place buildings meant for publio use midway between the two. A pretty, large, well painted, recently furnished school building known as the Stone wall and Bayboro Academy, which now has a hundred pupils, is thus located, and also a nice Episcopal church which is now in course of erection. There is slso a desire expressed to have the county oourt house and jail placed sim ilarly when they are rebuilt. It will be remembered they formerly stood in Bayboro and were destroyed by fire last year. The principal merchants of Bayboro are Messrs. Fowler & Crowell, J. B. Turner, W. H. Sawyer, D. B. Hooker,1 and W. T. and E. A. Hough. At 3 three o'clock this afternoon the stockholders of the Neuse and Trent River Steamboat Oompany will hold their annual meeting at the Board of Superior Court, Oourt opened Monday morning, Judge H. G. Conner presiding. His Honor's charge to the grand jury was a long one and very lucid, comprehen sive and excellent exposition of the criminal law. After the charge the Judge took up the criminal docket and called over the same. The solicitor entered nol pros in several cases and court adjourned to 2 p.m. The first case was the State vs. Isaac H. Smith, col., charged with practicing law without license. Verdict not guilty. R. C. Cleve was charged with retail ing liquor without license. Verdict guilty; judgment reserved. State vs. Tempy Smith, charged with violating city ordinance prohibiting lewd characters from walking the etieets after 9 o'clock at night. Ju!gr heid that the ordinance data! sislation, unconstitutional void, State vs. Arendell appeal from being taxed with cost in a criminal case. On motion he was discharged. The most important case that present ed itself to the attention of the court was the case of Wm. H. Adams charged with the murder of W. B. Adams. The grand jury had bean working upon the case all day, but have not yet reported their bill to court. This is the same case of killing that we reported Friday Messrs. L.fJ. Moore and Nixon & Duffy represent the defendant. On aocount of indisposition the solicitor was excused till 9:30 o'clock this morning, and the civil docket was taken up the remainder of the after noon. The was and Personal. Trinity Sunday was appointed for Bishop Watson's Veskation to tbe Parishes of Christ Church and St. Cyprian in this city. On Saturday evening at Christ church he administered ths Holy rite of Con firmation to a class of thirteen persons, and addressed them. Sunday morning at 11 o'clock he preached an able sermon on the doc trine of the Holy Trinity, and adminis tered the Holy Communion. At these services he was assisted by Ksv. Mr, Qeorge, rector, and a number of the clergy who remained after the Council adjourned. In the evening be visited and catechised the Sunday school, and in the evening preached at St. Cyprians, oolored, and confirmed a class of ten. The Bishop appears to be in good health and undergoes the fatiguing journeys of his Dioeeeo remarkably well. His trip to Europe seems to have benefitted him. Mrs. Watson his amiable wife accompanied him here, as we learn, she does in most of his visita tions. The floral decorations at Christ church were elaborate, and the music exceptionally good. L. H.
