New Berne okrug the months' of May,
June, July and August and of these 51
were colored and mostly old people, and
infants. ' Only 8 of the 81 died from
malaria of the 9 white people who died
daring that period 4 were persons whose
ages ranged from 50 to'84 years and the
other 6 were infante. Not one of Jthem
had malarial disease. We doubt wheth-

year and that the sickliest time of the

CIT COUNCIL PROCEEDINGS.
At a ipBcial meeting of City Council,
Sept,, 19, 1891, the following ordinance
was adopted: '
It thall be unlawful for any person to
throw or plaoe any crapes or grape
skins, orange or ban anna peels upon
any of the eidewalks of the oity.
Any one violating this ordinanoe
shall be guilty of a misdemeanor and
ubjeot to a fine of ten dollars or ten
daye imprisonment. - '.

was amended so as to readc ,
It shall be unlawful for any restau
rant or eating saloon, being eondnoted
in a building where intoxicating liquors
are sold, to be opened for the admission
of any person between the hours of
twelve Saturday night and four Mon
day morning; and if any way of ingress
and egress oonneoting with or leading
to such plaoe shall be found open, and
persons seen passing in or out between
said hours, it thall be deemed a nui
sanoe, and upon conviction the pro
prietor or the one in control of such
plaoe shall be eubinot to a Hoe oi nity
dollars. Provided this shall not pro
hibit restaurants or eating saloons from
furnishing meals to their regular
monthly boarders, provided the pro
prietor or one in charge furnish the
Polioe Committee a list of the same.

the block bounded by Craven, Pollock,
East Front and South Front streets.

terms cf what an attractive feature
Prof. A. W. Cook's Cornet Band of Ju
veniles was at the Ooldsboro Fair and
then goes on to say :
The Prof, is from Now Berno with
several boys, varying from seven to
fourteen years of age, and with only
five months training will now put to
blush older bands with their sweet mu
sic Their names are Prof. A. W. Cook
leader, Leon S. Cook, J. L. Cook, C. M
Cook, Walter Willis, H. Moore, J. Gas
kill, C. Willis. The boys are all small
and are perfeot prodigies, and are the
reoipientof many congratulations. It
is the youngest band in the State and
doubtless in the United States.

Good Meeting Held at the Court House.
The meeting was called to order by
Geo. H. White, Etq., and on motion
Gen. Robert Ransom was elected chaii-

propriate remarks, endorsing the move
ment of locating the College in this
seotion of the State. Then followed

Bryan, and Mr. E. B. Dudley. We
would do the speakers an injustice to
even attempt to give an outline of their
splendid addressee. . These men bear a
relation to Eastern Carolina like the
great massive pillows, and iron oables
do to Brooklyn bridge, but it is well
said by some one, that these pillows
and oables do not make the bridge.
There are hundreds of bolts, bars.
screws and nails, without whioh there
would be no Brooklyn bridge to chal
lenge the admiration of the mechanical
world. So there will be no locating
the proposed Agricultural and Meohani
cal College here, if the business men
fail to do their duty. All must take
hold and cherish no illusions', face the
situation with courage; take hope from
past achievements, and work in that
never resting way which brings all good
tblngB to pass.
Un motion of Mr. white, that a Com
mittee of seven be appointed by the
Chairman, to confer with the Oity
Counoil, Board of Trade and County
Commissioners, and atk their hearty
oo-operation in establishing the A. and
M. College in or near the City. Motion
prevailed. The Chairman will announce
the Committee within a few days. The
Chairman of the Exeoutive Committee
reported progress. A pretty good sub
scription in lands and money have been
made in a very short time, and the
Committee is still pushing the matter.

John Hyman, the First Negro Congress
man Dead.
Washington, D. O., Sept. 16. John
A. Hyman, colored ex-member of Con
gress from North Carolina, died in this
oity last night. He was the first negro
to represent his race in the House of
Representative. He was born a elave,
and a native of Warren oounty, N. C.
