The first annual report of the North Carolina Railway Commission, which is a valuable volume of nearly 700 pages that brings the work of the Com missioners 'down .to Deoember 81, 1991 shows that there are 07 railways iu tbe State with a total mileage of 8,483 miles, every oounty in the State being representel by one or more roads sive Alleghany, Ashe, Clay, Dire, Qrahtm, Hyde, Pamlioo, Transylvania, Tyrrell, Watauga, Yadkin and Yancey; 13 oountiei. The1 taxable property of the railwajs was assessed in 1899 at $13,831,704 and in 1891 at 18,422,2?9; showing an inoreaae of $6, 101, 593. An interesting feature of the admirably oomplete report which oontaia 80 pages Is a summary of the capital stock, earnings, &)., of the roads. This ehows that the capital Btook is S38.911.313 in North Carolim. The funded dabt in North Carolina is $38,584,973. The cur rent liabilities are $3,879,456. The gross earnings in North Carolina in 1891, (year ending Jane 80.) were $3, 651,125 and the operating expenses in tbla State (or the earns period were $5,533,541. The report covers the canals. These are the Albemarle and Chesapeake, five miles and a quarter, in Currituck: the Fairflald in Hjdo; the Norfolk & North Carolina, (the Dismal Samp; ths Clubfoot $ Harlove in Craven and Carteret. There are tables showing the total value of the 8,432 miles ot railway track, which is $10, 407.370; of rolling stock, $1,633,031; other property, $524,756. No valuation per mile its given ofSoially for the Sea board & Roanoke, Raleigh & Qaston and Wilmington & Weldon, but in a foot note $10,000 per mile is set down as the value. The report gives a remarkably oomplete history of each railway, show also its organization, property operated, capital stock, funded debt, assets and liabilities, income account, earnings from operation, general balance sheet, mileage, terminal point, employes and salaries, freight traffio; freight, pas senger and telegraph rates they have establiahed and regulations they hive laid down governing the notions of these corporations, and many other points of interest and use f ul to be in formed upon. A Valuable Industrial Edition. The Raleigh Chronlole states that Ool. John D. Cameron of Aaheville who was one of the many heartily wel- oomed and prominent visitors to our late Fair has sinoe that time vieited a few other oities, Fayettville among the number, is now engaged in getting up a ootton faotory edition of the Fayett ville Observer, the objeot of which is to give a history of all of the one hun dred or more cotton factories in Nortb Carolina, their motive power, number of looms, spindles, Sco., obaraoler of fabrio and, in faot, every thing pertain ing to suoh establishments. The edition will be a large one, up wards of 30,000, to be a production of 74 psges, printed on book paper and handsomely illustrated and will be the best medium ever resorted to bring to public knowledge the industrial opera tions of North Carolina as associated with ootton manufacture, and tbe best means of making known the Interests and Operations of the individual manu facturers." Ool Oaverons extensive and acourate knowledge well fits him for the work he has undertaken. - We are oonfldent that the edition will be a valuable one both for preservation and wide distri bution and that the industrial facte which will make easily accessible will prove a great stimulus to the further developments of the cotton manufactu ring. What a pity New Berne has not got a cotton faotory that tbe issue could tell about. Oner oities, towns and villages have them and they are flour ishing. School Educational Exhibits Busi nrss Address Oratorical Con test for Gold Medal. From the North Carolina Teacher we take the following items of information in referenoe to the ninth annual session of the North Carolina Teacher's Assem bly which is to be held at Morehead from June 31, to July 3d: The Teachers Assembly Eduoational Exyositlon this summer ia goin gto be a big thing. The leading sohools have already asked for space for their exhi bit, and the displays will fill the Teach er's Building. Among the schools whioh have already seourei space for exhibits are the University, St. Mary's Sohool, Peace Instituts, Agricultural and Mechanical College, Institution foi the Deaf at-d Dumb and Blind, Gran ville Institute, Thomasvillo Orphanage, Graded Sohools at Raleigh, Wilming ton, Charlotte. Goldaboro, Lexington Seminary, Mt. Olive High Sohoela, and the four colleges for boy 8. We know of eight or ten new soholars that a oertain school secured on acoount of the fine exhibit made by that school in tbe Assembly's Eduoational Exposi tion at Morehead City in 1S90 and 1891. We know of a graded school superin tendent who was elected to a better and more remunerative position f peoially by reason of the exhibit of work at More head City whioh had been done by his pupils. No graded sohool or private boarding-school, no college nor the University oan afford to be without representation in the Assembly's Eduoational Exposition this summer. Colonel Julian S. Carr, onoofthe moat suoce:6ful business men of the South, has aooepted an invitation to address the Teachers' Assembly this summer upon the timely and important topio, "What Business Men Expect of the Publio Sohools." Every superin tendent and teaoher ot publio schools ought to be present and hear this sug gestive question disouaeed. It it proposed to inquire into and to show whether or not the sohools supported by publio taxation are doing the work whioh has been assigned to them by our Constitution and tbe School Law. Several publio school offloere will take part in the discussion of this interesting question. The "Inter-Collegiate Oratorioal con test" for the Teachers' Assembly gold medal will be one of the new and most interesting features of the Aisembly programme this summer. There will be but one speaker admitted to tbe oonteat from each sooiety of our four principal colleges for males; tbe oration ia to be original and the length of the speech is limited to fifteen minutes. All the colleges will be represented by their beat speakers ia this contest and there will be hundreds of friends of each institution present on the ocoaBion. College societies who propose to enter the contest are requested to notify the seoretary as early as possible, so that the programme may be properlv arranged. The Assembly programme this vear will be more of a "popular" character than ever before, It is intended to make all the work of special interest to the people," and we would be glad to see present several thousand persons who are not teachers. The Teachers' Assembly intends to keep away, as far as possible, from the "normal sohool idea," and it strives to be what it set out to be "a people's eduoational meet ing under the direction of the teach ers." ministerial Meeting.
