The people declared for a Demo cratic administration, and there I can be no Democratic Administra tion with Republicans in office. Mr. Cleveland is an honest and able man, and he is not expected to violate the law, but, if there is a law- that prevents the complete inauguration of t Democratic Ad ministration, it is the first duty of Congress to repeal it.
