White shared the same fate. Pronouncing sentence was postponed until today. A colored man of Wayne county was found not guilty,' and the case of R. C. Cleve for selling lipuor without license in Vanceboro was carried over to this morning. An Available Force. Necessary. In reference to the State having to order out the militia the charlotte Ob server very wisely says: "It is at times of emergency that people expect much of the State Guard, and among those who thus expect it are no doubt some of the cranks who came near abolising the organization Ex-Gov Holt, who always takes a clear view of matters and knows whereof he speaks, remarked this morning that be would not be Gov ernor unless he bad a military force available to enforce law and order." It is well at all times for any government to have a sufficient military force to meet any emergency that might arise in pro tection of lawabiding citizens. New Berne has an organization known as tbe Naval Reserve. It is composed of as flue young men as there are in tbe city, and though they have exhibited nothing but a true loyal spirit, some of our citizens have seen 'fit to twit them, which to say the least, comes in bad taste, especially from such who bad failed to respond to tbe summons of tbe Sberff. Tbe Reserve bas never failed to respond to the call of duty and It never will. 15 XEaOBUV. Sol- fa Prove a The Squatters Talk Peaceably and Come to an Agree ment With the Owner of the Property, The committee of twelve which acts for the colored people of James City called on Gov. Curr Monday night and at his sug gestion a meeting was held yesterday morning in James City. A special train took over to J ames City yesterday morn ing Governor Curr, Col. J. D. Whitford, a few attorneys and press representatives, together with the committee spoken of which had come to New Berne again, and also a committee of eight appointed by thej colored people of Goldaboro at a mass meeting Sunday night to interest themselves in behalf of humanity and the law by endeavoring to save the occupants from the fate they were bringing upon themselves and to bring matters to a quiet settlement. The chairman of this committee was Rev. R. S. Rives aud the seeretarv was Prof. E. E. Smith ex-Minis ter to Liberia, appointed under Cleveland's administration. They appeared to work throughout disinter estedly from pure motives. The special train having arrived at James City, a portion ot the inhabitants were found assembled around a speakers stand, beautified with floral decorations md becomingly lurnished to do honor to the chief executive of the State. Gov Carr proponed first to hold a private conference with the committee ,and they separated from the general crowd and went over to the Samaritan Lodge of the town lor the purpose. The conference was of about an hour's duration, suflicicnt opportunity was given for each and all to say what they wished and every thing passed off quietly The Governor kindly announced his friendship for them but firmly explained his posit ion not as a decidingoflicer but as the upholder of the law, and the ticccs' aity for all to sulni.it to its decrees. Wm. Williams, the chairman of t lie James City committee talked submissive ly for the people, disavowed any inten tion of using violenco to maintain possession of the property, voluntarily ottered to vacate it it become necessary without putting Hie officess to the trouble of removing thcin. Ife said they would do this and not give the sheriff, the county, the State, the Governor or the military any further trouble whatsoever. The two colored lawyers ol the city White and O llara did considerable talk ing to and for them, the former ad vised them in plain words of kindness and logical reasoning to take out the leases if the opportunity.for doing se was still afforded them and Hon. F. M. Sim mons used his voice effectively in be half of law and showed them how they were bringing themselves into ill repute and how all attempted evasions of th lav locking Jof doors and other subter fuges wero unavailing and Col. Whitford spoke a few timely words. The result of the conference wus an agreement that the committee was to come over and see about arranging with Mr. Bryan, the owner of the property and were to repoi to the Governor in the afternoon at three o'clock. Governor Carr made this an nounccmentto the general crowd, accom panied by words of extreme kindness coupled with firmness and then he and the others who went over on the train boarded it again and came back to the city at 11 o'clock. Mr. Bryan having had so much trouble with the Jan.es City people, bad at last decided in bis mind not to lease to any one except tbe few about eighty who had signified their willingness to make terms, but after .'consultation with the Governor ho decided to make the follow ing proposition, namely : ' To maks the lease tor three years at a monthly rental ot not less than 50 cents or more than f 1.00 per lot per month. If the Whole settlement, including all tbe Inhabitants ol James City, desire to novo at say time, tbey caifdo so by each tenant paying the full rental of three years In cash. iThis does not apply to one but must include all. . . s All persons living In James City must acesds. to. these , terms and sign leases. There it to be no sab-letting without consent of lessor. , . ,i "' ?: Jfr. Bryan can determine tbe leass of water front lots at any time sad canoel tbe same by giving ton days' notice in writing, and houses 'on water front shall be removed to some other lot in Jsmes City, to be selected by the lessor. ' ? . Mo lot shall exceed in sue SUxlOO reel. Lots shall be classified and rentals fixed b Mr. Bryan's scrent' r v J - The number of families In James City is 857. Tbe nooulatlon is stated to be 8814. Tbey have three Baptist and one Methodist church, a school house, snd a mh halt '-';:. ",;,1? -trt Th committee through Attorney O'Hara reported last night that all . th citizens were -willing- to sign the lenses. This, if sdbered to, and we doubt not it will Wwill settle the matter.'
