Funds Fail to Materialize The Wilmington Messenger correspon dent in last night's paper states that woik on the IJurgaw it Onslow railroad lias suspended. Mr. Wilkins; the Cioneral Manager went up north on business w ith the understanding that he would return in a few days to pay up all indebtedness and put the ball in motion for running the road to Jacksonville. Instead of days his oliscnce has stretched into weeks and the hands g t ting tired working on credit ceased oper ations. Certainly that night was an enjoyable one long to be remembered iu the line of refresh ments. The Added Train Suonld Carry Hall. Pleasure at the running of the double daily passenger train is considerable but the question of having the additional train to carry mail as well as the old train is engaging the attention of the pub lic. To get oar incoming mail hero sooner and for our out going mail to reach its destination earlier than it now does are both events of considerable moment. Wo were among the foreruo-t to agi tate for the establishment of reformato ries for law-breakers of tender years, be lieving that iHsuch institutions me estab lished in sufficient number and size many of the young offenders may be converted into youthful citizens while if placed in the penitentiary with all its evil surround ings their graduation into hardened crimi nals is almost a matter of certainty. We were glad to see the decided stand taken by the Teachers' Assembly in favor of establishing the reformato ries. A correspondent of the Wilmington Messenger touches on this action of the Assembly thus. ''Capt. Denson an officer of the teach ers assemoiy, says tnat ctunng its late session the total attendance was 1.100, and that at last the assembly is a unit as to the necessity for a reformatory for youthful criminals. Many oftheee are young criminals and if these were placed ia a reformatory there would later be a reduction of crime.
