Under the changes made by him in this bureau he expects to practically close the re port by July 1st, 1394 and says 9506,000 will be needed to com plete it. He recommends a plan which by auction under preper re strictions public lands may be die posed of. He commends the man agement oi the Indians and says it is a mistaken idea that red men are decreasing. A DEMOCRATIC ADMINISTRATION. The President seems to have a very different idea of Democratic Administration from that which prevails among the oommon peo ple. They believe, and cannot be con vinced to the contrary, that the election last year meant a Demo crat in every federal office in the Union. They cannot see how there can be a Democratic Administration with ft majority of the offices in the country held by Republicans.
