Laeal Ataart" W Entered the Vat Offiet at Xeu Berne, H. 7n merond-daes matter. The Charleston News and Cour ler publishes facts showing the mat benefit Rained by feeding cattle on cotton' seed meal and hulls. It gives a table of weights of individual animals at the begin nintr and end of a coarse of each feeding, extending through an av crage of about three months, at the close of which they were fit for the bntoher. The greatest increase was at the rate of about three and thraa.tnnth nonnds per Ail, ad A the least one and one-ball pound The average was too and one-half pounds per head per day, or nearly ten per cent, per month. The dally ration in each case was a qmr. of thA ml and one to two Decks of the hulls, mixed dry and fed night and morning, theoost being twelve cents per head pe." day, or a tnfie less than five cents for each ponnd that was addid to the weight of the animal. The same paper advocates the home fattening of cattle on an exteanive sc ile. both a a piofl'a- ble industry to itself and as great benefit to the ootton growers and incidentally adds that it would muoh improve the condition of the land. It asks how mnch the value of the prodnot of the acre would be increased if every pound of the seed grown upon it were eonverttd at the nearest oil mill into meal and balls and fed t. beet citth on the farm, the manure being return to the soil from which the crop was grown. It thinks that, il a proper answer were giveu to this, It might be accepted as a reason why the farmers of South Carolina should arrange to ship thousands of tous of beef to Northern and European markets, and at the same time anlve ch vexed Droblem of how (o make cotton growing pay. The Agricultural Experiment Station notes that the past winter has been a mild one in North Car olina. The month of January was three degrees above the normal in temperature, and February only halt a degree below. Tbe rail -fall was deficient in January and March and about half an inch above the normal in February. The condi tions were generally favorable for farm work. The weather during March was very unfortunate for ag rinnltnral interests. From the 1st to the 20th the temperature avera god twelve degrees per day above the normal, reaching on the 22d a maximum of 91 degrees at south ern P'nes, and 89 at many other places; temperatures so high were never before recorded in North Carolina during March. Vegetation was pushed from two to three weeks In advance of season. The severe '' freeze of March 27th and 2Sth con ' seanently did enormous damage : everywhere. Undoubtedly tbe peach crop is ruined, but there will : be a small yield of other fruits, es- ' pecially cpples. Grapes also were badly damaged, bat will grow out gain, producing something like a isalf a crop. A good many straw berries were saved by covering, as yen also some potatoes in the Eastern District. The Iocs of truck was very great, bat a good deal of planting is done very early, with the expectation of having to re plant, which Is often done several ' times a season. Beseeding is well under way, and there is time for mod erbos. Wheat, oats, rye, to- haoeo nlants and clover wert also more or less damaged by the freeze. Notwithstanding all this ' there are many reasons for encour agement at the beginning of the eeaaon of 1894. Os last Monday Baatior Dill tide his promised speech is the Seaate,ia the presence of that aojcatt badr, lb BepreaeatalivM et tbe People asd an andlaJict con sisting largely of the beateftiieaaof Washington and distinguished visitors at tbe Federal capital. Sooh aa assemblage had sot been seen ia tbe eapitol frr years, aad Mr. BiU was tbs observed of all observers. - It Is not necesasry to say thst David Benaett Bill spoke wel. Hs always dos that, - bat as do mas sees himself a others see him, it would not be amiss for a brother Sena tor to Lold np before him bis own memorable words ' I -at a Demo crat." and soltlv w bin per in bis etr. '-To thf owa t If be true and it will follow as the night the day tbon caos't not then be false to any man." There ia bat one true and faith ful statement of Hill's position. and that Is found in the words Op position to Cleveland. Having oidsed it to be noised abroad that he weald f-pjak on the tariff1 he began his c ration with a nanstio review of tbe mistakes of Cleveland as shown ia tbe appoint ment of Judge Gresham secretary of State and as exhibited in Haw aiian affairs. Tbe Journal has expressed sim ilar views on these subjects, but we have not been able to see that Mr. Cleveland is always wrong "deceitful above all things and des perately wicked." The Senator's changed views on the tariff, and other ques'ions of public policy suggests tbe Idea tint he is a pirate with a Aug for every port. "Times have changed," says Mr. Mr, Hill. Wbeu we had a plethoric treasury, with a surplab that was a menace to tbe in'tgniy of the Government, it would have been right to reduce the tariff; but, with an empty treasury, and tbe defloet becoming more and more every dey, at would be wrong to reduce it. This is not the language, but it is the argument, of the dis tinguished Senator from New York. It would be unanswerable if there was no other means of rais ing revenue, but even then it would auragooizrt the most cherish ed maxim of the Democratic par ty, ' the greate.-t good of the great est number." The objection to the McKinley law is not that it supplies too much revenue, Dot that it levies its con tributions unjustly and coins the bones and sinues of the poor to fill the C ifl -rs of the neb. Protection, as it is applied to the tariff, ia the great enemy of the people, and, in becoming its cham pion, Mr. Hill has lowered bis flag that bears the "proud divice" ' I am a Democrat." Tne Senator directs his main attack aaninst the Income Tax section ol the Wilson bill. He evidently beleives in "Evolu- lution and Invironment," aud is more governed by Wall street in fluences than ever was Mr. Oleve land charged with being. In truth Mr. Hillis the.chameleon in politics aud changes bis color with every object be touches. He is steadfast in nothing but his hostility to Cleveland. Mr. Hill's speech was greatly ap plauded at the conclusion by Re publicans. WHAT ARE BE C0XI3U TO! U CleTa.'BV lmintitratxa a failure?
