The fact that the State treasurer
finds it difficult to sell bonds of small
denominations seems strange in this
thrifty age, but it tells very plainly
the story of the difference between the
Americans and the French. It shows
that here very few people, compara
tively speaking buy bonds. On the
other side of the ocean, in France,
which divides the honors with Germany
and Holland as being in the lead in
point of thrift, there are bondholders
by the million, and something like half
of them are women. For a great
many years France has sold bonds
in denominations as small as 25 francs,
that is $5, and laborers, including
laundresses, family servants, every
body, buy these and cherish them.

a mark of their confidence in and love
