Social Security The premium for the doctor bill insurance part of medicare increases from 14 to |4 in April. Persons 65 and over who are enrolled for the supplementary medical insurance and re ceiving monthly social security benefits will find the checks delivered to them on April 3 a dollar less than last month's payment. For an elderly couple receiving a combined benefit check, the reduction will be H each, or a total of 12. All social security benefit check amounts were changed last month, as a 13 percent benefit increase became effec tive. The amount of the in crease in benefits was con siderably more than the II by which tne medical insurance premium is increased. The Government will continue to match the increased pre mium, so the doctor bill insur ance will continue to be worth twice the amount of the premium paid by the individual older person. The medicare law provides for the periodic review of the costs of the medical insurance program and for any necessary adjustments in the premium rate. The following elements ac counted for the 91 increase in the rate, beginning this month: About 20 cents to finance the program at the level of the past 18 months. Recent estimates in dicate that the protection pro vided by the program was worth 96.40 per month during the past period, and the premium rate therefore should have been 93.20. About 23 cents for the in creased benefit protection pro vided by the 1967 amendments. About 27 cents to cover the expected Increase of about 5 percent per year in physicians* About 11 cents because It Is expected that people ender me dicare will use more services covered by the medical in surance. ' About 14 cents because the de ductible which the patients pays 'will be a smaller proportion of Ithe total covered medical charges In the future.
