The PSE program is Intended to provide incentives to govern* mem agencies and nonprofit organizations to train andhlre personnel. These personnel will be recruited from the re? cipeints of Aid to Families with Dependent Children (AFDC) through the Work In centive Program (win), which is jointly sponsored by the Federal Government and the North Carolina State Govern ment. under the PSE program an agency or organization may be reimbursed for 100$ of the trainee's salary and fringe be nefits during the training period, which may be from eight weeks to twelve months, depending upon the skill level of the occupation. The train ees are hired under the same conditions as all other employ ess hired by the employer. Trainees will re ceive the minimum starting wage rate as the normal entry wage. An agreement between the employer and the Employ ment Security Commission will identify the training occu pation and training period. The Job should meet an un provided public service need. The employer's obligations consist of hiring and training the employee, providing ade quate supervision, maintain ing and attendance records, submitting monthly invoice for reimbursement, and contin uing the emDlovment upon suc cessful completion ofthe trai ning. The employers' sole cost is the cost of supervi sion. Employers' benefits consist of contract reimbur sement of trainee's salary and fringe benefits during train ing period, the satisfaction of assisting a disadvantaged per son become a taxpayer, and the contribution to community social betterment.
