ffifflflpQfftt lPS?Qpfl? ? AID TO NICARAGUA The Senate voted earlier this summer to offer a $75 million emergency aid package, in the form of a loan, to the new government in Nicaragua. There are those who contend that the supporters of this measure were being soft on Communism and that American dollars were going to be used to help a Communist government survive in office. However, the case of aid to Nicaragua was a unique one. This small, Central American country had been governed for about 40 years by Somoza and his family, a government which was supported by our country. After many year*, the people in Nicaragua overthrew Somoza and he absconded with most of the country's wealth. The group who overthrew him were known as . Sandinistas and they had, without any question, some assistance from Cuba and Moscow in doing so. After this happened, our country was faced with the choice of withdrawing completely and letting Nicaragua become another Soviet satellite in our hemisphere, such as Cuba, or running the risk of trying to assist a new government that has to have economic aid from somewhere to survive. So the Congress voted to loan to Nicaragua $75 million to be used in the private sector to try to tide them over during this turbulent period after Somoza fled the country. Under the terms of the loan, the Sandinistas agreed ' that they would bring into their government some | moderates and conservatives to try to preserve the free , enterprise system and to bring about free domocratic j elections as soon as possible. I They also agreed that any further expropriations, or government takeover of private property, would be halted and that a system of judicial review would be instituted. In \ other words, the Sandinistas agreed to implement some * positive democratic ingredients in their government. < The money will be used to buy raw materials, c manufacturing equipment and other supplies, all of which t will come from the United States. Thus, to some extent, this will help our own economy. The loan can be terminated at any time if Nicaragua fails to comply with these agreements, or if it violates human rights, stations foreign combat forces on its soil, does not permit free labor unions or systematically violates the freedom of speech and press. Considering these facts, I think that most people would have had us run the risk of trying to help restore democracy in Nicaragua. If we are successful, we will play a constructive role in the democratization of a neighboring country and help improve their economic plight, which would keep them from turning to Communism.
