Alongv The lU Way \ Killette ^ Warsaw was growing daring the 1940s. According to a statement by Warsaw Mayor A.J. Jenkins in 1947, more than 75 new homes had been built in the town since 1940, and a national guard unit organized. THE DUPLIN TIMES newspaper carried several articles on plans to construct a new town hall in Warsaw. The first was in July with the publication of the architect's draw ing of the proposed building. The July 4, 1947 issue stated August would be the month town voters would cast ballots on the $25,000 bond referendum to build the town hall. Later the referendum date was changed to October 7, and then only 191 voters turned out. - According to a statement by town mayor Jenkins, published in the October 3, 1947 issue of THE DUPLIN TIMES, the old town hall had been condemned by a grand jury. The need for a new town hall had been explained to the public in meetings held at Warsaw High ^School. The new buildine had been planned to serve as a city hall, fire department, library, jail and have offices for the town clerk and mayor. tarly in 1947 a grand jury had been sent to inspect the Warsaw town hall and jail facilities. In a letter sent to Mayor Jenkins from the grand jury foreman and court judge, the facilities used as a jail in Warsaw were termed "unfit for human confinement and not to be used until remodeled to meet state regula tions." The proposed new town hall was to be built on the site of the old city jail and office facility on High way 24. Voters turned out and approved the bond referendum 145 to 46 to build the new town hall. The first until January ot 1946 with con struction beginning some time in February. The town hall was con structed and used until 1977 when a new facility was built. Earlier in 1947 Warsaw had been selected as the site of the first national guard unit within Duplin County. The site was selected and "Gib" Buck was named commander and James L. Kitchin executive officer. The unit was knodru as Company M 119th Infantry, 30th Division. The company was to enlist at least 40 and no more than ISO men Dr. J.W. Straughan of Warsaw participated in the organization by offering physical examinations for ' men signing up as members of the Guard Unit. The unit was designated as a heavy weapons company and drilled one night a week with members drawing regular army wages. Each night of drill earned the members $2.SO each. At the time the unit was es tablished plans were to build an armory in the town of Warsaw within the next 18 months.
