In tite same motion, the board agreed to have the guard units draw supplies for the machines from the county, which can purchase the material in large enough volume to get lower prices than the individual units can. "You've iust voted to spend $100,000 to $150,000 in taxpayers' money for something that the state and federal governments should be doing, and I don't feel the people of Duplin County should be taxed to pay for what they (state and federal officials) should have been doing," said Commissioner D.J. Fussell, who voted against the motion. Commissioner Dovie Penney made the motion to lease the equipment by altering her original motion to pur chase the machines. Voting to lease the machines were Mrs. Penney. W.J. Costin and Calvin Coolidge Turner. Fussell and Allen Nethercutt opposed it. Mrs. Penney first moved to have the county purchase the machines. She asked County Finance Officer Russell Tucker's opinion. He sug gested leasing the machines through the county and allowing the guard units to obtain supplies from the county because "we buy supplies cheaper than the man who would sell the supplies (to the guard) can buy them." The question came up when Sgt. Reid Fusseii of the National Guard unit in Wallace asked the board for $8,550 to buy three copying ma chines and for $3,000 a year for maintenance and supplies. The ma chines are to be located in the guard armories in Warsaw, Wallace and Beulaville. He said each unit makes about 2,000 copies a month. In other matters: ? A motion by Costin to apply the county disaster fund of about $6 000 to the aid of people who needed immediate help from tornado losses was approved unanimously. ? Advertising of bids on the Albertson water system project was approved, pending Farmers Home Administration approval of the test well results. Ron Sessoms of Rivers .& Associates of Raleigh, the engi neering firm, reported the test well, drilled 300 feet deep, provided an adequate flow of good quality water. ? Violet Phillips of Kenansville, Durwood Strickland of Warsaw, Casey Brown of Chinquapin and Joe Williams of Rose Hill were reap pointed to the Planning Board. Cecil Langley of the Albertson area was appointed to the board to replace Ivey Harper. ? Orvin Thigpen was awarded $1,250 in damages for a ditch wronslv due on his property in 4he Muddy Creek watershed area. ? Mahlon Terry Wallace, 31, of Kenansville, received two sus pended sentences, three years on probation and a $1,000 fine after being found guilty of two counts of taking indecent liberties with minors. "Superior Court Judge Henry L. Stevens said it was the first time while he was on the bench that he didn't give a "Class A" felon an active sentence. Stevens said he believed Wallace needed help and didn't pose any danger to the public. The judge ordered Wallace to obtain any necessary treatment from the Duplin-Sampson Mental Health Center in Kenansville. The jury also found Wallace guilty of one charge of indecent exposure. He received on this count a 90-day sentence to run concurrent with the other sentences. Wallace was arreted April 7 on a rural road near Warsaw by Duplin Sheriff's Department after two 11-year-old girls claimed he made improper advances and exposed himself.
