REGULATIONS
The following regulations were
adopted at the October 15-16, 1951
meeting of the Board of Conserva
tion and Development, under and
in accord with the regulatory pow
ers vested by Chapter 113, Section
135 and 136 of the General Stat
utes of North Carolina in said
Board. These regulations have been
filed with the Secretary of State
of North Carolina, certified copies
dispatched by registered mail to
the Clerks of the Superior Court
of the twenty-one counties having
commercial fishing waters and ad
vertised one a week for four weeks
as provided by law.
Any violation of these regula
tions under provisions of law con
stitutes a misdemeanor.
The following regulations were
adopted :
Special rule No. 1%
NORTH RIVER
The dividing line between Wild
life Resources Commission and
Commercial Fishing be moved up
stream from its present location to
the southern point of the mouth of
lndiantoVvn Creek.
181 (Finfish) ? It shall be unlaw
ful for any person, firm or corpora
tion to fish any wire trap or fyke
net in the Chowan River or its trib
utaries from the downstream point
of the inouth of Keet Creek to the
Virginia State line: Provided that
no net of any description shall be
set within 300 yards of the mouth
of the tributaries of the Chowan
River from the above line to the
Virginia State line, and the lead
line of nets shall be anchored not
less than 50 feet from the shore
line of said river from the above
pne to the Virginia State line: Pro
vided, that it shall be lawful to
take catfish in the Chowan River
or its tributaries with a trap which
has a side entrance especially built j
for catching catfish.
182 (Finfish) ? It shall be unlaw
ful for any person, firm or corpora
tion to fish pound nets in the fol
lowing territory in Alb'emarle and
Croatan Sounds: Beginning at
Redstone point and running east
1,450 yards: thence along an arc
in a northwesterly direction, paral
lelling the shorelines of the main
land, maintaining a minimum dis
tance of 1,450 yards from said
shoreline, to a point 2.200 yards
northwest of Sound Point on Du
rant Island, thence 2.200 yards to
Sound Point. The Commissioner
of Commercial Fisheries is author
ized and directed to fix and mark
the above area in accordance with
general limitations of this regula
tion.
183 (Finfish) ? in order to pro
tect and conserve the shad and
herring during the spawning sea
son, the Board of Conservation and
Development hereby declares all
waters of the State closed to taking
shad and herring by any method
from May 1, to June 1, of each year.
The following regulations were
amended to read:
64 (Finfish) ? It shall be unlaw
ful to fish with haul seines or drift
gill nets in Pamlico River above
Washington; Roanoke River, Neuse
River and its tributaries above New

ful to set pound nets inside of the
following boundaries; Beginning at
the southeast corner of what is
known as the ten mile limit and
running south half west to a point
off Little Kinnakeet on the twelve
foot curve nine and three-quarter
miles from the beginning; thencc
southwest by south six and a half
miles to a point on the twelve foot
curve off North Point Beacon;
thence northwest by west two thou
sand yards; thence northeast by
north six and a half miles to a
point two thousand yards from the
twelve foot curve; " thence north
half east nine and three-quarter
miles to the southwest corner of
what is knowA as the ten mile
limit; thence east two thousand
yards to the beginning.
The following regulation was re
pealed:
44 (Finfish) ? It shall be unlaw
ful to catch fish with nets or other
appliances in the waters of Curri
tuck County, except in the ocean,
between April 10th and September
15th of each year, or to sell or ship
out of the county any fresh fish
between said dates: Provided that
herring, mullet, Shad and eel are
excepted from the provisions of
this rule.
All other regulations in conflict
with the above action are revoked.

menced in the Superior Court of
Carteret County, North Carolina,
by the petitioners for the purpose
of the adoption of and the chang
ing of the name of Richard Michael
Czarr.owski; that a summons and
petition have been filed therein;
and that a supplemental petition
has been filed in this proceeding,
praying the court to adjudge that
Charles Czarnowski has abandoned
Richard Michael Czarnowski, his
minor child; and that the said
Charles Czarnowski will take no
tice that he is requested to appear
and answer or demur to said sum
mons, petition and supplemental
petition in the Office of the Clerk
Superior Court of Carteret County,
Beaufort, North Carolina, on or be
fore the 7th day of January, 1952,
or suffer the relief to be prayed
for and to be granted.
