That from and after the effective passing date of this ordinance any property owner own ing a vacant lot in the Town of Beaufort shall be required to keep said lot clear of weeds, grass and other rubbish of a height in excess of eight inches. If five days elapse after notice to the owner by the Superintendent of Streets or Chief of Police, of the unsightly and un healthy condition thereby created, without removal, then the Mayor is empowered to have said lot or lots cleaned, the cost of which shall be assessed and become a lien against that specific property from which the weeds, grass and rubbish were removed, which said cost shall be collected either as a fine or as a special assessment against the land, pursuant to the General Law per taining to the foreclosure of liens for special assessments. Section 2. The cost of removing weeds, grass and rubbish from lots shall not exceed the actual cost to the Town for labor, machinery use, expense in connection therewith, and i normal reserve for wear and tear and depreciation, which said amount shall be estimated per lot per hour by the Board from time to time. Section 3A. Clerk to the Board is hereby authorised and directed to maintain in his office a record book showing the assessments levied against the respective prop erty from time to time, and is di rected to transfer to the Tax Ledger or Journal the amount due in any year, and if not paid in said year to tarry same to the delin quent list. That no release for any current year's taxes may be made by the Clerk except upon payment in full of the lien for special assess ments herein provided for, which said amount, when paid, to be shown on the tax receipt. Section 3B. This ordinance is in addition to any remedies existing under municipal ordinance or state law for the abatement of nuisances which provides either civil or crim inal redress or punishment.
