These regulations have been filed with the Secretary of State of North Carolina, certified copies dispatched by registered mail to the Clerks of the Superior Court of the twenty-one counties having commercial fishing waters and ad vertised once a week for four weeks as provided by law. Any violation of these regula tions under the provisions of the law constitutes a misdemeanor. SUBSTITUTE REGULATION Fish-Food "Regulation No. 20 ? (23): It shall be unlawful to haul with any kind of net with power in Cape Lookout Bight." NEW REGULATION Fish-Food "Regulation No. 117: It shall be unlawful for any person to leave stakes, anchors, or buoys of any description while not being shrimp ed or fished in any of the chan nels, sloughs or shoals in Core Sound, Back Sound, Bogue Sound, Straits, North River, or their trib utaries." NEW REGULATION v/jsiers "Regulation No. 17: It shall be unlawful to take oysters with dredges in the waters of Core Sound, Back Sound, Bogue Sound, Straits, North River, Back Bay at Hog Island, and Newport River in Carteret County." NEW REGULATION Oysters "Regulation No. 18: It shall be unlawful to take oysters with dredges in the following boun daries: Beginning at Ocracoke Lighthouse thence running in a straight line to what is shown on the chart as Ninefoot Shoal Bea con: thence a straight line to a beacon at the mouth of Wallace's Channel, thence a straight line to the beacon at Hodges Reef, thence a straight line to the beach shown on the chart as Swash Inlet, thence running with the beach back to Ocracoke Lighthouse." SUBSTITUTE REGULATION Fish-Food "Regulation No. 84 ? (20): It shall be lawful to set pound nets inside the following boundaries: Beginning at a stake 2.000 yards from the shore southeast one fourth south from Long Shoal Point and running 2,000 yards from the shore at the outside points with the curve of the main land to the two and one-half mile radius 2,000 yards from the shore south of Roanoke Marshes: thence north northeast a straight line 3,700 yards to a stake 700 yards south southwest from Roanoke Marshes Light: thence north one half west 600 yards to a stake 300 yards west from Roanoke Marshes Light; thence a straight line north by west one-fourth west 9,800 yards to a stake (the old established line) approximately one-fifth the width of the sound from Fleetwood Point; thence a straight line north west by north three-fourths north 8,000 yards to the Red Spar Buoy No. 4 a southwesterly course from Croatan Light; thence to the Red Can Buoy off of Caroon's Point; thence to a stake 1,390 yards a northeast course from the outside point of the mainland at Caroon's Point: thence to a stake 2,100 yards from the shore at Otter Point; thence to a stake 2,250 yards from the shore at what is known as the Claude Midgett Set; thence 2.2SO yards from all the outside points with the curve of the shore to a stake 2,250 yards northwest from Sound Point." ' REGULATION REPEALED Oysters "Regulation No. 12 ? (1): It shall be lawful for any person duly li censed to use scrapes, scoops or dredges, or other instrument or in struments for the purpoee of tak ing or catching oysters from the public oyster grounds or natural oyster beds in the waters of Pamli co Sound north of a line running from West Bluff Bay to the center of Ocracoke Inlet." REGULATION REPEALED Oysters "Regulation No. 13? (70): It shall be unlawful to take or catch oysters between Shjep Island slough and Wallace's channel at Portsmouth." SUBSTITUTE REGULATIONS FOR SECTIONS II, III. IV AND V UNDER REGULATION 1? (100) UNDER OYSTERS "There are hereby levied the fol lowing licenses, taxes and fees: (1) A tax in the amount of eight cents (8c) per bushel on oys ters taken from public and pri vate beds and a tax of eight cents (Sc) per bushel on seed oysters taken from public and private beds. fl) An annual license of fifteen dollars (115.00) on each oyster dredge boat. (175): Any person, firm or corporation, other than a common carrier, who takes out of the State of North Carolina in any trawler or other vessel own ed by a non-resident any shrimp taken in the inland commercial waters of the State shall be guilty of a misdemeanor and upon con viction shall be punished accord ing to the law. and all shrimp so taken shall be confiscated by the Assistant Commissioner of Com mercial Fisheries and either sold by him or otherwise disposed of in his discretion in the best interests of the State of North Carolina and any proceeds realized from such disposition shall be paid into the Commercial Fisheries fund for dis position as other sums of said fund; provided, however, that all trawlers or other vessels owned by a non resident may have the sam4 shrimp ing privileges as those permitted to resident shrimpers of the State if tbey comply with terms as stated above and if they pay the usual license fees and taxes imposed on residents by the regulations and the laws for the conduct of com mercial fishing. The above privileges shall not be extended to any non-resident shrimper seeking to operate in the inland commercial waters of North Carolina if the State of which he is a resident and in which his trawler or other boat is registered prohibits North Carolina shrimpers or trawlers from opeating in the inland waters of that State. For the purpose of this regula tion. the inland commercial waters of North Carolina are hereby de fined as those sounds which are separated from the Atlantic Ocean by bodies of land and to which ac cess from said ocean is possible only through inlets or channels; and all rivers emptying directly into the Atlantic Ocean up to the present commercial fishing line, and beginning at the mouth or bar of $jich river."
