Tommy built his birdhouse, nail
ed it up in apple tree in .his back
yard 14 feet from the ground, then
hopefully waited.
Three weeks went by and nothing
happened. Then he found the bird
house had a tenant? a cat!
Tabby now wanders off but al
ways comes back. "It seems very
contented." said Tommy's mother,

leaders of the rural life movement
in America will meet in Salina,
Kan., Oct. 26 to 28, to find out why
rural churches are declining in
numbers and influence ? and to
find ways to stop this trend.
Occasion for the meeting, will
be the National Convocation on the
Church in Town and Country, elev

by the National Council of
Churches through its Department
of Town and County Church.
"While the rural areas are los
ing proportionately in population
to the urban, the church in the
country is today actually respon
sible for more persons than ever,"
says Don F. Pielstick, department
director. "Rural population is on
the increase, though at a slower
pace than in the cities ^and yet
there are steadily fewer churches
to minister to country people. Thus
there is no excuse for any let-up
in our responsibility to the rural
church. We need to give it a new
vitality that will truly qualify it
to lead in the spiritual life of rural
communities."
A major goal of this year's convo
cation wiU be to study the causes
of the loss in numbers of churches
?a decline that is in sharp con
trast to an unprecedented church
building boom in cities and sub- 1
urbs.

The proposal was laid before the
budgetoers by Director Ben E.
Douglas of the Department of Con
servation and Development at. the
group mat here to hear state de
partment and institutional requests
for funds for the 1SS5-57 biennium
The study would cost $230,000
and the CfcD director proposed it
be made by the Department of Con
servation and Development's Di
vision of Water Resources, Inlets,
and Coaatal Waterways under the
direction of its chief engineer, B. C.
Snow.
With respect to what he termed
"the serious water problems faced
by North Carolina," Douglas issued
the following statement after his
appearance before the budget
group:
"Last year a thousand commun
ities faced a water shortage. To
day 220 tons of fresh water are re
quired daily for each inhabitant of
the United States.
"Our water problem has grown
more serious daily -by 1975 it is
estimated the demand will double.

water which is necessary to sustain
growth, With the farmers realiz
ing the need for additional irriga
tion, I feel that as Director of Con
servation and Development I would
not be doing my full duty if I did
not recommend that positive steps

In proposing the study be made
by the department's water re
sources. inlets |nd coastal water
ways division. Douglas said he was
doing so "to the end that a water
code that will be equitable and
just may be written which will pro
tect our water resources for future
generations."
