These regulations have been filed with the Secretary of State of North Carolina, certified copies dispatched by registered mail to the Clerks of the Superior Court of the twenty-one counties having commercial fishing waters and advertised once a week for four weeks as provided by law. Any violation of these regulations under the provisions of law consti tutes a misdemeanor. "Substitute Regulation No. ?2 un der Food Fish, on Page 23, of the Commercial Fisheries Rules and Regulations ? It shall be unlawful for any person, firm or corporation to set or fish any dutch net or pound net within one mile of the mouth of any river emptying irto Albemarle Sound of less than two | miles in width at its mouth.
