Nobody, not even the Governor of North Carolina, can
close a single public school!
North Carolina's legislature and North Carolina's
voters reaffirmed that in 1956. That was the year that
our school law was passed. That law was drafted by the
"Pearsall Committee." It is known, as you know, as "The
Pear sail Plan."
The legislature overwhelmingly passed the law. The
voters endoised it by a margin of almost five-to-one. Only
the legislature ? and the people ? can change the law.
The public knows this. Any lawyer in your community
knows it. Ask him about Article IX, Sections 2, 3 and 12,
North Carolina constitution.
So, when anyone frightens you with talk about "closed
schools," they are using a deliberate falsehood.
"The Pearsall Plan" places with the people of North
Carolina the right of decision regarding their schools. The
real strength, the real effectiveness of "The Pearsall Plan"
is the "Pupil Assignment Act." This is the law that has
been used by the Attorney General of North Carolina in
the Federal Courts. It is the law on this subject in North
Carolina that the United States Supreme Court has twice
refused to review.
And who wrote the "Pupil Assignment Act?"

And How About the Press?
Many of North Carolina's newspapers have joined in
spreading the word that Beverly Lake would close your
schools.
Those newspapers are NOT FOR Beverly Lake I
They are AGAINST Beverly Lake!

They told you ? in 1956 ? that schools would be
closed if "The Pearsall Plan" were adopted.

would be knocked down by the United States Supreme
Court.
THEY WERE WRONG ON EVERY COUNT.
And they are wrong ? yes, intellectually dishonest ?

prefer surrender to a firm policy. If North Carolina DOES
NOT have strong, fair leadership during the next four
years, the NAACP will be in the saddle!

Dr. Lake Says:
"Friends of the commercial fishermen from all area* of
the North Carolina coast have informed us of the desper
ate condition of the fishing industry. LICENSES and
TAXES of various types and amounts which actually pro
duce little or no revenue after the expense of collection,
constitute a severe burden on the fisherman and SHOULD
BE REMOVED. The great menhaden industry of North
??*rplin* is being threatened jviih. complete destruction by
ruthless competition from foreign imports. The prospect
of the loss of thousands of jobs, and millions of dollars
invested in plants and equipment, demands that the gov
ernor's office act immediately to save this vital industry
from ruin, instead of spending thousands of dollars trying
to attract new industry from all corners of the earth.
If elected governor of North Carolina, I shall imediate
ly put my office to work, with the advice and help of those
engaged in the fishing industry, to save this great and
vital industry from destruction."
THE BARKING DOG
After all, there are thousands of people of Eastern
North Carolina who are not willing that The News & Ob
server should dictate their political and SOCIAL way of
life. There are thousands more who know that in all cam
paigns where high office is at stake the reports and obser
vations of The News & Observer are so slanted and biased
as to be totally unreliable. It is known, too, that The News
& Observer in the past forty years has not supported a na
tive son (a man from the home county of its publication)
for the office of either Governor or United States Senator.
If your memory does not take you back that far, consult
the political records of the State for verification. Let it be
known, too, that The News & Observer is not infallible in
its predictions. Every one of its well informed readers
knows that its guesses are as often wrong as right.
Something else: We have not forgotten that 375,000
people went to the polls in the first primary and refused
to vote for Sanford. Yet there is a certain brand of "band
wagon" talk that has bean heard in every runner-up con
test for generations, with the result that more frequently
the so-called under dog has emerged as the winner. We
look for history to repeat itself in this instance.
Here in Carteret County we should put first what
we feel to be Carteret County's greater interest. Nobody
will blame us for that. Even the Good Book teaches that
we should look out for our own household first. We have
repeatedly pointed out what we think those main interests
consist of and what we believe to be the better prospects
for obtaining them.
Some Things We Should Know About
Dr. Beverly Lake
He was born in Wake Forest in 1906 and wu educated
at Wake Forest, Harvard, and Columbia. He taught at
Wake Forest for 18 years and was a Visiting Professor
at Duke University in 1946 . . . He is an outstanding lay
man of the Baptist Church, a one-time superintendent of
his church Sunday School and one of its outstanding
teachers.
Speaking of TAXES, he says: "A fair tax structure
does not include income tax concessions to foreign cor
porations, with a sales tax on the housewife's groceries to
make up the deficit."
Note: Terry Sanford has proposed a program which
would substantially increase our already burdensome
taxes and lead to a considerably unbalanced budget.
Dr. Lake, on the other hand, favors a balanced State
Budget, is against deficit State financing, and is strong
ly against raising our taxes, which have already reach
ed the saturation point.
Speaking of INTEGRATION IN OUR SCHOOLS, he
says: "The mixture of our two great races in the class
room and then in the house is not inevitable" . . . "The
objective of the NAACP is not better schools for Negro
children. Its ultimate objective is the blending of the two
races into a mixed-blooded whole" . . . "Race consciousness
is not race hatred. It is not intolerance. It is a deeply in
grained awareness of a birthright held in trust for pos
terity." . , . "The white and colored people of North Caro
lina are not enemies. We are friends each of the other,
each indebted to the other, and each concerned for the
welfare of the other." . . . "We must guard against the
false step that would plunge us into the evils of hatred,
bitterness, injustice, and lawlessness."
Speaking of LABOR, he says: "We want no industry
that is looking for a place where oppressive labor prac
tices will be condoned." . , i "No man should be required
to belong to any organization he does not want to join
in order to work for an employer who wants to hire him."
Speaking of INDUSTRY, he says: "If we would en
courage the investment of capital in industry in the State,
we must continue to offer the investor and employee alike
the rewards and responsibilities of both political and eco
nomic freedom."
Speaking of GOVERNMENT, he says: "The further
you remove the powers of government from the people
the more you endanger their freedom."

At Greensboro, in three predominately colored pre
cintcs the vote was Sanford, 2,352; Lake, 74.
