FARM BUILDINGS MUST E PRESERVED— 1 PAINT HELPS Money spent on the maintenance of farm buil dings in peace time pays high dividends, says D. S. Weaver, Extension agri cultural engineer of N. C. State College. In war time says, the scarcity of materials for new buildings and even for repairs, mak es maintenance vital .to in sure continued use of the building. Perhaps the most need ed protection for existing farm buildings in North Carolina is paint, says Weaver, The life of a building is increased by 30 percent or more if it is kept in good condition to withstand exposure to the weather. .***.. “The durability of paints ' depends to a great extent ' upon the quality of the pro- \ *duct,“ the agricultural -en gineer asserted. “All good i paint consists of an oil 1 mixed with powder, known 1 as a pigment. /The quality of these two ingredients, ' together with the method of mixing, determines the desirability of the paint. “All paint manufactur ers who make reliable pro- TIRE INSPECTOR’S MANUAL Section i. General Information. The program of periodic tire inspection has been adopted' by the Office of Price Administration in keep ing with the recommendations of the Baruch Comfittee. It Vecognizes the acute need of conservation of all tires now on the wheels of passenger cqrs and trucks. The tires on civilian cars are wearing down at a rate eight times greater than they are being replaced. If this rate continues, by lar the larger number of cars will be off thg road next year, and in 1944 there will be an all but complete collapse of civilian transportation. Section 2. Provisions of Passenger Vehicle Inspection Program. A. Time of Inspection.—Between December 1, 1942, and January 31, 1943, the tires on every passenger car must be inspected by an authorized OPA inspector. Be ginning the Ist of February 1943, every passenger car owner will be required to have his tires inspected period ically by an authorized OPA inspector as follows: ia) All holders of a basic “A” or “D” mileage book— every four months, with inspections at least 60 days apart. ibi All holders of a “B,” “C” or Supplemental “D" mileage book—every two months, with inspections at least 30 days apart. B. Tire Inspection Record.—l. Each passenger car owner, at the time he applies for his mileage book ior in the East, when he registers the serial numbers of his tires), will r ece ive a Tire Inspection Record. This is the “B” part of the “Tire Record and Application for Mile age Ration.’’ It is to be detached and presented to the applicant. 2. The five tires on each passenger motor vehicle, at the time of the owner’s application, will be listed by serial number on this Record. If the tire has no serial number, it is to be identified by brand name. Section 3. Provisions of Commercial Vehicle Inspection Program. A. Time of Inspection.—Beginning November 15, '1942, all commercial vehicles must be inspected every 60 days or every 5,000 miles, whichever occurs sooner. B. Certificate of War Necessity.—l. Effective November 15, 1942, each commercial motor-vehicle op erator will be required to hold a Certificate of War Ne cessity from the Office of Defense Transportation for each commercial vehicle he operates. The Tire Inspec tion Record for such vehicles is part of this Certificate 2. No local board may issue a certificate for tires, tubes, or recapping services for a commercial vehicle unless the vehicle has a Certificate of War Necessity and has been duly inspected and approved by an author ized inspector of the Office of Price Administration for the period in which application is made. Section 4. Inspection Procedure. A. At the time of inspection, the owner of the ve hicle will be required to show: 1. Tire Inspection Record, if a passenger vehicle, or Certificate of War Necessity, if a commercial vehicle. 2. Mileage Ration Book. NEW PLASTIC RE PLACES RUBBER Atlanta.
