One of theon remarked that if it were not for the resistance of the air a plane could fly much faster. But the other replied, “That is the very thing that enables a plane to fly’’.. Yes, that is true with almost everything. If there is Some resistance th.re is another power which enables that resistan ce to be overcome. If it were not for the resistance of the air the plane would never get off the ground. QUESTION: I understand that an AdvhHny—Council on Social Security has recently made its report. Is this the first such Coun cil to study and repovt on the social security system? ANSWER. No, this is the sixth such group. However, it is the, first in 16 years to study every aspect of the system. Q. What is the background of these studi s and reports and are they requried by Congress? A The Social Security Admin istration has a long tradition of seeking advice and counsel from outside experts, as well as those closely affected by the., social s.c urity program. This is also re quired by law of Congress.
