..THE TONIC OF OPPOSITION-.
Two m ,n were recently discuss
ing the progress of aviation. One
of theon remarked that if it were
not for the resistance of the air
a plane could fly much faster. But
the other replied, “That is the
very thing that enables a plane
to fly’’.. Yes, that is true with
almost everything. If there is
Some resistance th.re is another
power which enables that resistan
ce to be overcome. If it were
not for the resistance of the air
the plane would never get off the
ground.

debate was the one thing that
brought Lincoln into prominence

the two men became friends, not
enemies.

ON SOCIAL SECURITY

Council on Social Security whiclr
rec.ntly completed a study of,
and made its report and recom
mendations# regarding, the social
security program.
QUESTION: I understand that
an AdvhHny—Council on Social
Security has recently made its
report. Is this the first such Coun
cil to study and repovt on the
social security system?
ANSWER. No, this is the sixth
such group. However, it is the,
first in 16 years to study every
aspect of the system.
Q. What is the background of
these studi s and reports and
are they requried by Congress?
A The Social Security Admin
istration has a long tradition of
seeking advice and counsel from
outside experts, as well as those
closely affected by the., social s.c
urity program. This is also re
quired by law of Congress. This
particular Council was set up in
1983 and began its work In June
