Uniform Period Set For Election Os ASC
Community Committeemen
The U. S. Department of Agri
culture has announced a uni
form period, the week of Sep
tember 18-22, for the election,
in all States, of ASC Community
ccmmitteemen.
Previusly, elections hape been
held at various times between
July and the end of December
in the different States. The uni
form voting period is expected
to fccus greater attention on the
election of some 75.000 commit
eemen in
ccmmunities and to increase
voters partcipaticn.
Actual farmers, including ten
ants or sharecroppers, and land
owners are generally eligible
to vote for committeemen.
Almost any farmer who is eli
gible to vote and lives in the
community is eligible to run
for community committeemen.
The community committee sel
ects a slate, and the county com
mittee may also add to the list.
An eligible farmer can be nomi
nated by petition of 6 or more
farmers. These petitions are
filed with ASCS county offices
25 days prior to the final day
of voting.

nually to 3-year staggered
terms—as county committeemen
to run farm programs locally.

local management of farm pro

County ASC committees ad
minister locally the various
ASCS programs aimed at im
proving farm income, keeping
farm production balanced with
needs, and conserving land and
water resources. Their decisions
are important to fanners in the
county they serve, thus empha
sizing the desirability of wide
spread participation in the elec
tions, according to J. W. Tom
berlin, Chairman of the Yancey
ASC County Committee.
County committees determine
the size of individual farm ac
reage allotments each year, es
tablish farm yields on which
farm commodity program pay
ments are based, supervise
marketing quota referendums,
and determine penalties and
adjustments.
They review fanner requests
for conservation cost-sharing on
needed practices and initiate

special ACP projects to meet
local needs. They supervise the
determinations of producers'
eligibility for price-support loans
and payments and decide what
is adequate collateral for loans.
They supervise Commodity Cre
dit C *rporation-owned bin stor
age and approve loans to farm
ers on farm storage facilities.
In addition to the uniform elec
tion period, other changes have
been made in the election pro
cedures. Amcng other things,
these deal with the nomination
of minority group farmers fjr
community committeemen, the
choice of communication media
for informing farmers of the
elections, posting list of eligi
ble ASC voters, and calling spe
cial attention to the certification
form on a mail-ballot envelope.
The principal changes are
presented in a revised 6 page
illustrated leaflet “Vote for
Farmers of Your Choice” which
also explains in some detail the
entire procedure by which far
mers are elected as community
committeemen. Copies are beiqg
distributed to all ASC county
offices.
