There have been cases in which veterans have been re quested or even required to pur chase items of furniture or oth er merchandise, Philips said. These are paid for in cash and not from the proceeds of the loan guaranteed or insured by the VA. In some cases the items have been so overpriced as to ccnst tute additional considera tion for the purchase of a home. Sometimes these offers are leg timate and benefit the vet eran, and the VA has no objec tion to such purchases so long as they are not paid for with the proceeds of die loan. In any case. Now that Congress has aga n overwhelmingly passed a bill increasing and expanding Social Secur ty, we wish you’d explain a few “fundamentals” of the system, helping us to un derstand better what it is and what \t’s doing? A. Social Security is a social insurance program enacted by Congress pursuant to its power under the Constitution to “pro mote the general welfare.” The system is primarily de s'gned to meet the broad, basic need of the Nation’s workers and their families for protection aga'nst loss of earnings (“work income” ) due to old age and re tirement, disability, and daeth of the famly breadwinner. While recognizing the great importance of the ret rement or "pension” provisions, we must also remember that Social Sec urity provides a comprehensive “protection package” of Surv'v or - D sability . Retirement - and Health Insurance. Today more than 23 million persons (retired workers and ther wives, dsabled workers and their families, and widows, orphans, etc.) are getting mon thly benefits from this great package-program. Over 90 percent of the people aged 65 and over are eligible for retirement benefits under ths system. All but a few of the over 80 m'llion wage earners and self-employed n this country are now covered by the program. About 95 out of every 100 Am erican children and ther moth ers have survivors -'nsurance pro tect oil in case of the breadwin ner’s death, and also about 87 out of every 100 Americans aged 25-64 have disability insurance protection (against severe disa bility). All but a small percentage of the aged social seucrity benefi ciaries rely on this program as the r major source of support. Almost half of them have little or no income other than their social security checks. Nevertheless, this very Ameri can system is not only for the poor. It provides a base of econo mic security on which all can bu Id. It not only helps the aged whose incomas are now too low but assures that the aged of the future will be better off. It surely is the most effective poverty-preveftt'ng program. Those who have worked and pad social security taxes and become “insured” are ent tled to benefits regardless of their econom’c and f nancial circum stances. To deny these benefits to certain ind viduals because “they don’t need them” would in effect penalze them for suc cessful ach'evement; and would tend to discourage in'tiative, thr ft, self-reliance, and other nrinciples of our economic system. uie American Social Security program encourages and rein forces the incentives to work and save, to succeed, to invest and accumulate. W'thin the minimum and maximum limits of bene fits payable, the higher the earn ings the higher the benefits will be.
