Dear Editor
I write this letter with the
sincere hope that you will pub
lish its contents for if publish -
ed, what I write will be read
for the first time by the in
cumbent city council members,
their opposing candidates and
by the citizens of Burnsville.
As I am the daughter of a
city'councilman, those who
read this letter undoubtedly
will ask what can I write that
is not prejudiced in content
That is a normal reaction but
before such an accusation can
justifiably be made, I ask
that first my letter be read in
its entirety.
During the years which my
father has served as a city
councilman, I have had the
opportunity to hear many a
city council conversation. That
the welfare of our town has
remained continuously the sole
objective of such conversjtkns
is a fact which firmly stands
on the grounds of their acccrrp
lishments as a city council.
Accomplishments... ? The
construction of the town's new
May Medicaid To Be Paid
Randall Peacock, Director
Yancey County Department of
Social Services, mailed a
form letter to "Providers of
Medical Services" in Yancey
on April 26. The letter, on
the subject of Medicaid", sta
ted the following, approved by
O. W. Deyton, Chairman of
the Yancey County Board of
Com missioners:
"The State Department of
Social Services' answer to my
letter re: Yancey County's
lack of medical funds for May
and June prompted this reply.
"We have expended ALL
budgeted funds for Medicaid;
however, we are being requir
ed to transfer funds from our
public assistance budget to
meet the May and June Medi
caid expenses. Understanding
the financial problems in rais
ing county money, our agency
was successful during this year
in helping save SSOOO- S6OOO
in county' money within the
public assistance budget. This
was accomplished by helping
recipients secure other bene
fits from Social Security', Ve
terans , etc. , and in locating
jobs.

sewage system, additions to
the town's fire department
equipment, an upgrading of
the town's law enforcement,
and through their years in of
fice, a steady decrease in the
town's debts which they inher
ited as a city council. These,
combined with the present
water system project begun by
the present city council, are
only a few of their accomp -
lishments as a dedicated city
council team.
Yet, there are those who
claim that this city council
has and still seeks persona 1
gains. How, I ask, is this
statement justified when their
accomplishments, combined
with their present salaries
S3O per month to the mayor
and S2O per month to each
town alderman —clarify the
falseness of such an accusa -
tion. To these contenders,
it would do them well to
note that these salaries have
remained the same through -
out the city councilman's
years of service, and contrary
"We were hoping that the
State would act upon Dr. Karl
Killian's bill and let the State
assume the Medicaid expenses
for May and June. Then our
SSOOO-S6OOO savings could be
used by the commissioners in
other crucial county areas ;how
ever, this is not possible.
"The Medicaid expenses for
May will be paid. We feel
that there will be suffic i e nt
money for June; and unless
notified, we will com p1 et e
this fiscal year without over
spending our planned budget."

to tome opinions, this city
council, if re-elected, does
not plan to increase their
sent salaries from S9OO a year
to SI,BOO a year for the may
or, and from S6OO a year to
$1,200 a year for each town
alderman." They are re
quired by the nature of their
legal contract as elected city
councilmen to receive a sal -
ary. The increasement of
their present salaries has never
been a point of business at
their city council meetings,
and obviously, is "out of or
der" as a campaign issue in
this election.
It should be brought to the
attention of the Burnsv ill e
citizens that the opposing
candidates of the incumbent
city council have stated to
the voter their guarantee of
"responsible government con
sfctent with good business
practices" if they are elected.
When a removal of the town's
parking meters is endorsed by
the opposition, and, when one
of these candidates has reques
ted from the present city coun
cil free water for himself, and
a staunch supporter of these
candidates also has made the
same request to the present
city council (both requests have
been denied), I question the
opposing candidates' inter
pretation of "responsible gov
ernment consistent with good
business practices."
Also, it should be noted,ne
ver has this present city coun
cil "closed" its regular town
board meetings to any citizen,
interested or uninterested, and
that "an opportunity for all
citizens to discuss any matter
that pertains to their welfare
and town as a whole" is a right
that the present city council
has yet to abuse or to deny.
To those who staunchly sup
port the present city council's
opposition with the slogan,
"Let's clean up town hall,"
May I recommend that these
supporters first clean up their
own halls before attempting to
clean up a town's!
If the opposition, by so op
posing the present city'council,
is attempting to give to the
voter a choice in this election
by pledging "equal representa
tion of all the people, imple
mentation of other beneficial
projects as feasible, a continu
ation of the water project, 'fetci,
etc., etc., then, I compll -
ment the opposition on the
quality of their platform state
ments for, without question,
their platform is a clear en
dorsement and approval of the
present town board's actions
If a choice is what the oppo
sition advocates, then please,
a choice, net an echo.
I write this letter as a
"young" interested citizen, as
an informed voter, as a proud
supporter of a hard - working
non-political city council,
and last but not least, I write
this letter as the daughter of
a city councilman who can
proudly say that my father is
a member of this dedicated
city council team!
Sincerely,
Theresa Coletta
