Business is on the "upswing"
in Yancey County. This is a
fact, not fancy, as shown by a
recent statement of Gross Sales
and Use Tax Collections in
North Carolina counties. The
report, which compared Feb
ruary 1972 through January
1973 collections with the
amount collected February
1973 through January 1974,
showed Yancey County collec
tions in 1973 rose more than
23% over the 1972 amount.
Only two other counties in
North Carolina had a greater
increase in the same period:
Madison County collected 32%
First Place winner, also from

more, as did Currituck County
in the eastern part of North
Carolina.
Most Yancey Countians are
weft aware of ehe fact that one
quarter of the Gross Sales and
Use Tax belongs to Burnsville
and the County as 1% Sales Tax
Revenue. In 1973 this amoun
ted to more than $125,000 and
by far the greatest portion of
this amount will be spent en
tirely on our educational sys
tem in the County.
Adoption of the 1% Sales
and Use Tax here was uncer
tain after its defeat at the polls
in 1969. Throughout 1970
and early 1971, however, Yan
cey Countians were increasing
iy aware OI tne gciicrax nccu
to get revenue to update our
school system. Finally, in April
of 1971, a mass meeting was
held in the courthouse here, at
which public sentiment was
overwhelmingly in favor of
adopting the 1% Sales Tax. A
suggestion to this effect by Do
ver Fouts brought the large au
dience to its feet in a standing
ovation, and thereupon, the
Yancey County Commissioners
quickly conferred and announ
ced their unanimous decision
to adopt the 1% Sales and Use
Tax for this county. They pro
mised further that the entire
share of the County would be
used for education.
It has been generally agreed
that adoption of this 1% Sales
Tax has been a lifesaver for
Yancey County in the realiza-

1% revenue, which is divided
between the county and town
according to population, has
netted the county almost SIOO,
000 in 1972 and exceeded tint
amount in 1973. The amount
was far greater than the S7O,
000 to SBO,OOO estimate which
the Commissioners had hoped
for in adopting the extra tax.
Its use for education here was
one reason the Commissioners
were able to promise that
there would be no tax increase
to pay for the School Bonds to
build our new central high
school, and renovate or repair
our present educational facilities
The town of Burnsville puts
_its share of the 1% Sales and
Use Tax into its general reve
nue funds which help toward
community improvement and
has helped the town to make
its "facelift" project a reality.
The impact of our new busi
ness growth in the past two
years has certainly been felt
in our tax revenues. One com
parative measure can betaken
by citing the sales tax increase
in neighboring couxitieg. Mitch
ell County, whose shopping
centers are not yet completed,
had an increase of only 8%,
while McDowell County show
ed an increase of 10%. Madi
son County collections, as
mentioned previously, have
increased a whopping 32%;
while Avery's increase amoun
ted to only 15%.
Yancey County's business
growth augers well for the
county's future. The old say
ing : "Money spent at home
stays at home" has been well
proven by our increasing abili
ty to undertake projects which
would have been far beyond
our reach in previous years.
More and mere Yancey Coun
tians are doing their shopping
at "home" and in so doing,
lend invaluable not
only to the businesses, but to
their schools and communities
as well.
