Will you please explain the coverage of clergymen under Social Security? A. Before the 1967 Amendments income from the ministry was covered only if the clergyman filed a form with Internal Revenue Service requesting coverage. Clergymen who thus elected to be covered with continue to have the four-way protection of Social Security (Old-age and Retirement, Survivors, and Disability Insurance - and the Medicare protection at age 65.) A clergyman with this coverage reports his income and pays the social security tax as if he were self-employed, even though he may be "employed" by his church. For taxable years ending after 1967, however, income from the ministry is covered UNLESS the clergyman files with IRS a special form with a statement that on religious or conscientious grounds he is opposed to social security (or any other public insurance) based on his ministerial services. If opposed to such coverage he must file the form and statement by April 15, 1970 - unless he enters the ministry in 1969 or later (in which case he will have until April 15 of the second year after the year he becomes a clergyman to request the exemption). Q. I hear that the Medicare hospital insurance "deductible" has been increased starting in January 1969. If I've heard right, please explain the increase and tell why it has come about. A. You've heard right. Due to increased hospital costs, effective in January 1969 an older person who goes to the hospital under Medicare is responsible for the first $44 of his (or her) hospital bill. The hospital bill is now running about $600 for the average hospital stay by a medicare beneficiary. The $4 increase (from the previous $40 deductible) has resulted from a recently completed annual review of the deductible amount. The law requires that if the annual review shows hospital costs have changed significantly, the hospital deductible must be adjusted for the following year. Increases will be made only when necessary and then only in $4 amounts to avoid small yearly changes (increases). Following a formula in the law and considering the impatient hospital cost experience under Medicare, the "deductible" is figured and then rounded to the nearest multiple of $4. Q. Have any other Medicare hospital insurance costs had to go up? A. Yes, the dollar amounts a Medicare beneficiary pays towards a hospital stay of more than 60 days, or a post-hospital extended care stay of more than 20 days, have also increased by 10 percent beginning in January 1969-from $10 to $11 a day for the 61st through the 90th day of a hospital stay; and from $5 to $5.50 for the 21st to the 100th day of a stay in a post-hospital extended care facility (approved and crtified nursing home). Also for the "lifetime reserve" of 60 days that a beneficiary can draw upon if he ever needs more than 90 days of hospital care in the same benefit period, the daily - deductible amount is increased from $20 to $22.00. Q. Do any of these changes affect the other part of Medicare--"doctor bill insurance" - or only the hospital insurance part? A. They apply only to hospital insurance, and in no way affect the financing of the voluntary medical insurance program that coven doctor bills and a variety of other medical nvicn your records are located. Q. 1 am interested in the new Modified Life plan of government insurance I have been reading about. I now hold $10,000 of government insurance. Where can I get more specific information about the Modified Life plan? A. Write to the Veterans Administration Regional Office where your records are held or to the VA insurance office (Philadelphia or St. Paul) where your premiums are paid. Ask for a copy of VA Pamphlet 29-22 which discusses the benefits of this plan. Q. I read recently that the Post-Korean G.I. Bill is two years old. I got out of service in 1965 after four years in the Army. Am I eligible for education and training benefits under this bill? If so, how long do I have before my entitlement expires? A. . First, and most important, you are eligible for education and training benefits under the Post-Korean G.I. bill. This third generation G.I. Bill was enacted for veterans who served for least 180 days consecutively in the Armed Forces, some of which was after Jan. 31, 1955. Since you were released from active duty between Jan. 31, 1955, and June 1, 1966, your eligibility for VA education and training assistance runs until May 31, 1974.
