It is underctood that the United StatiB has delivered no ultimatum relative to the Cuban eetikment to Spain, -lut the language use J by our Minister, W.oJ ford, to those who can read between the lines, amounts to almost the tame thing. Iu other words, it is tho prelude to such a declaration, which is sure to follow. It is beyond doubt the policy of the admin istration that the Cuban war shall be ended and that at no distant day. Spain feels it, knows it, a :d her fieUr to otter European governments give her no en courageinent to resist the mandates of this government. It is too apparent to all governments that Spain is too weak to crush the patriots aud that tho island is really already lost to her.
